These are done through strategic planning efforts of <br />Council and staff, through constant monitoring of general <br />management level as well as department levels, monitoring budget <br />and management practices. Mr. Gilley stated individuals in every <br />part of town have taxes the City imposes on them as a part of the <br />democratic government. Taxes are levied for the purpose of <br />conducting the business of the City. The City Council has made -- <br />an effort to make sure the tax rate was at a level reasonable for. <br />all citizens. 'Mr. Gilley stated the average property owner ~ <br />should see a reduction in their overall payment to the City of <br />San Marcos. Mr. Gilley stated in regard to the street repair for <br />Hutchison Street from Comanche Street to L.B.J. Drive, the City <br />has a Drainage Master Plan that identifies general drainage and <br />street improvement needs in the community done on priority basis <br />and all streets will be identified. <br /> <br />Mr. Plummer introduced for consideration approval to set date, <br />time and place for vote on tax rate increase. Mr. Guerra moved <br />to set the schedule for September 13, 1993, at 7:30 p.m., in the <br />Council Chambers at City Hall and Mr. Hart seconded the motion, <br />which passed unanimously. <br /> <br />Mr. Plummer introduced for consideration approva~ of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY'S ELECTRIC UTILITY TARIFFS TO <br />INCREASE THE RATES FOR CERTAIN CUSTOMER CLASSIFICATIONS; <br />PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR PUBLICATION AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on second reading <br />and Mr. Hart seconded the motion, ~hich passed unanimously. Mr. <br />Guerra asked Mr. Gilley if the City or SMEU had received any <br />concerns or complaints regarding the rate increase. Mr. Gilley <br />said no complaints had been received.
