City Council Meeting Minutes August 18, 2015 <br />Reverend Ronald Rector of First Baptist NBC provided this evening's <br />invocation. <br />IV. Pledges Of Allegiance - United States And Texas <br />Mayor Pro Tem Prather led the assembly in the Pledges of Allegiance. <br />V. 30 Minute Citizen Comment Period <br />Rob Roark, addressed the Council and stated the Declaration of Independence <br />and also stated some comments from Judge Boyer's ruling. Mr. Roark stated <br />that we need to stop putting obstacles in the way and that he is about the <br />citizens being heard. This should be decided at the polls and not in the courts. <br />I!:- e continued by saying that we need to concentrate on the budget and <br />Lisa Marie Coppoletta, addressed the council and thanked the Staff and the <br />Elected Officials for showing up to the community meeting in Blanco Gardens <br />to give information to flood victims. She spoke about parklets and asked that <br />Council consider giving some businesses rebates for having parklets. She also <br />suggested washing the sidewalks downtown. She mentioned previous <br />comments she made in 2008 regarding the adoption of a film friendly policy <br />and was glad to see it being done. She recommended including some bonus <br />language for utilizing local residents in their films as well. <br />Charles Waits, addressed the Council as a longtime resident and a member of <br />the Hays Constitutional Republicans. He asked that the Council direct the <br />attorney to drop the appeal and to place the petition language on the ballot as <br />provided by the petitioners. He stated that Judge Boyer has spoken and that <br />the Council has the authority to place this on the ballot by August 24. He <br />asked the council to work with the citizens and not against them. <br />Kathryn Whitbeck, addressed the Council as a representative of the Fluoride <br />free Coalition. She stated that she is a long time resident of San Marcos and <br />she asked the Council place this on the ballot <br />Rick Bowen, addressed the Council about an oil pipeline once being proposed <br />across the Edwards Aquifer and mentioned how everyone cares about our <br />water supply because it reaches across all demographics. He stated that he felt <br />that past Mayor Emmie Craddick would be standing with them and he would <br />like to know why the Council is against this issue. How much does it cost to <br />fluoridate? How much has the Council spent fighting this issue? He provided <br />an explanation of the various types of fluoride that he retrieved from the <br />City of San Marcos Page 2 <br />
