4. Reconvene and Consider Action on Item Discussed During Executive Session. <br />The San Marcos City Council reconvened into regular session at 10:25 p.m. on Tuesday, March <br />31, 2009. No action was required from Executive Session. <br />5. Invocation <br />Pastor Robert Smith, of Powerhouse Christian Center, provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Porterfield led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Tom McNaire, 822 Stagecoach, commended the Council for their work on the animal ordinance. <br />He asked them to see that there is enforcement of the dangerous animal portion of the ordinance. <br />He is not asking for a ban on pit bulls, but two children have recently been killed in San Antonio <br />by pit bulls. In Luling last week, a three-year old was mauled and killed by a pit bull. Other <br />breeds also bite, but pit bulls, and to lesser degree Rottweiler's, are known for the ferocity of <br />their bites. They do not let go. <br />Richard Nichols, 1615 Redwood Road, Apt. 23A, President of the local AARP, reported that <br />they hold their monthly meetings at the Dunbar facility and have done so the last ten years. The <br />rental fee was always waived, and they sign a contract with Parks one year in advance. This year <br />they were told the new City Manager said this practice is no longer in effect. The fee is $15 per <br />hour for a minimum of two hours. This may seem to be a nominal fee but it is beyond their <br />budget. This past year they provided 2,238 volunteer hours for the City, doing things like: free <br />tax preparation; mailings for the chamber; providing bell ringers for the Salvation Army; <br />assisting the food bank; volunteering at hospitals and nursing facilities; and delivering cookies to <br />fire and rescue. They serve an important function to the San Marcos community. He doesn't <br />want to see the chapter fold because of a lack of meeting space. <br />Daniel Pacer, 531 W. San Antonio, announced Bob Cat Build is this Saturday, and invited <br />Council to come out and work this Saturday. It will commence at 8:00 a.m., and the day will end <br />at 2:00 p.m. <br />Charlotte Means-Shields, 932 Stagecoach Trail, spoke regarding the population of deer in the <br />city. They have had hundreds of dollars of plants destroyed by the deer. The problem is all over <br />the United States. Also, the deer are not healthy like they would be if it was the recommended <br />one deer per 20 acres. They are carriers of Lyme disease, worms, etc. As citizens increasingly <br />tolerate the deer, the deer become less afraid, and there have been dangerous attacks. Deer are <br />also instrumental in vehicle accidents. There werel40 deer-related fatalities from 2000-2007. <br />Deer are a danger to bikers also. Other communities have done management control.
