0 There was no reconsideration of Zoning Ordinance 2009-12. <br />39. Discussion on possible re-institution of a juvenile curfew and provide direction to staff. <br />Police Chief Howard Williams discussed the need to re-institute the juvenile curfew. The old <br />ordinance has expired. Staff was directed to bring this back. <br />40. Discussion on existing housing programs and studies, and provide direction to staff. <br />Janis Hendrix discussed existing housing incentive programs. The Infill Housing Development <br />Program promotes new construction of single-family homes. The Residential Homebuyer <br />Incentive is partnered with Texas State University for a $5,000 forgivable loan. Housing <br />Rehabilitation is Southside Community Center/CDBG funded. HOME 2004 and 2005 grants <br />were for reconstructed homes for elderly and/or disabled homeowners. The First Time <br />Homebuyer Program is for entry-level households through the CDBG. She also discussed <br />community housing programs such as the Comprehensive Energy Assistance Grant and Habitat <br />for Humanity. <br />Chuck Swallow, Development Services Director, presented a review of the housing inventory in <br />San Marcos. There are 5,115 single-family lots, which includes 5,078 occupied single-family <br />properties. 71.4% of those are owner occupied and 28.6 % are rentals. There are 11,956 multi- <br />family living units. <br />City Manager Rick Menchaca asked the Council to consider two questions in the budget process: <br />1) Is there an interest in developing a housing strategy; and 2) Is there an interest in focusing <br />dollars into specific impact areas? In the end, he wants to see all these programs, public, private <br />and federal, come together. <br />41. Discussion on maintaining a downtown fire station and provide direction to staff. <br />Interim Fire Chief Len Nored discussed the need to maintain a downtown fire station. Council <br />consensus was to maintain the downtown fire station, and during the budget process they will <br />discuss how to fund it and what appropriate staffing needs will be. <br />42. Update by Texas Disposal Systems on implementation of the residential single stream <br />recycling program. <br />Texas Disposal Systems presented an update on the implementation of the residential single <br />stream recycling program. <br />43. Update on the Extended Bar Hours Task Force, and provide direction to staff. <br />City Manager Rick Menchaca updated the Council on the Task Force and their <br />• recommendations.
