G. <br />Phillips, Nancy Moore/ Nina Pryatel/ Harvey Mathews, Jane Hughson, <br />Collete Davis, Allyn Gill, Phil Nabors, John Wade, Sam Woods, Kim <br />I Bradley, Larry Kendrick and others. <br />, <br /> <br />Mr. Plummer called the meeting to order at 7:30 p.m. <br /> <br />Mr. Plummer introduced the ten-minute citizen comment period with <br />city council. R. G. Phillips stated SMEU has a low rate, but it is <br />lower in other parts of the state, and there has been no effort to <br />reduce costs in the proposed budget. WaYman Mullins stated he has <br />served as a Police Reserve and is in favor of the program in San <br />Marcos. He stated the Reserves are dedicated, motivated citizens, <br />and that the program fills a needed function for the City. He <br />stated the City benefits from the program and it supplements the <br />resources of the city. He does not recommend families go into Rio <br />vista Park without the Reserves program. <br /> <br />Mr. Plummer introduced for consideration approval of two <br />appointments to the Housing Authority Board. Mr. Moore moved to <br />reappoint Tony Cruz and reappoint Nelvia Burleson, which passed <br />unanimously. <br /> <br />Mr. Plummer introduced for consideration approval of one appointment <br />to complete a vacancy to the Convention Facility/Recreation Facility <br />Task Force. Mr. Mooney stated he was unable to reach the person he <br />wanted to consider for appointment, so this will be rescheduled at <br />i the next meeting. <br /> <br />, <br /> <br />I Mr. Plummer announced the Council would move to Item 11.A. on the <br />agenda, to receive a recommendation from the <br />convention/Multi-Purpose Facility Task Force on partial funding for <br />the Multi-Activity Recreation Facility. John Wade, Chair of the <br />Task Force, introduced members of the Task Force who were present. <br />The Council was provided a copy of the Task Force's report in their <br />packets with their recommendations for partially funding a <br />recreation facility through the sale of city property. They also <br />recommended the site of the facility to be in Rio vista Park. Nina <br />Pryatel stated the Parks Board considered this matter/ and there is <br />a need for such a facility/ and she likes the recommended location. <br /> <br />* Mayor Morris not present at this meeting. <br />
