<br />24 <br />Regular Meeting August 23, 1993 Page 2 <br />Mr. Plummer introduced Item 5, a public hearing and adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, INCREASING THE RESIDENTIAL SOLID WASTE COLLECTION RATE; <br /> PROVIDING FOR SEVERABILITY¡ REPEALING ALL CONFLICTING <br /> ORDINANCES; PROVIDING FOR PUBLICATION; AND DECLARING AN <br /> EMERGENCY. <br />Mr. Plummer opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mr. Plummer closed the public hearing. Mr. <br />Hart moved for adoption of the Ordinance on emergency and Mr. Cox <br />seconded the motion, which passed unanimously. <br />Mr. Plummer introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, DESIGNATING A REINVESTMENT ZONE NO. 8 PURSUANT TO <br /> CHAPTER 312 OF THE TEXAS TAX CODE TO INCLUDE PROPERTY <br /> COMPRISING AN AREA OF APPROXIMATELY 31.92 ACRES LOCATED IN THE <br /> 2800 BLOCK OF SOUTH IH-35; ESTABLISHING THE SPECIFIC BOUNDARIES <br /> THEREOF; MAKING STATUTORY FINDINGS; AND DECLARING AN EFFECTIVE <br /> DATE. <br />Mr. Plummer opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mr. Plummer closed the public hearing. Mr. <br />Guerra moved for approval of the Ordinance on first reading and Mr. <br />Hart seconded the motion. The rate will be effective October 1, <br />1993 and increases the rate 2.8%, the first increase in four years. <br />The Council voted unanimously for approval of the Ordinance on first <br />reading. <br />Mr. Plummer introduced a public hearing regarding amending Exhibit A <br />to section 30.27 of the Code of Ordinances to institute a scaled <br />minimum bill based on meter size and to institute an inverted rate <br />structure in the City's Water Rate Schedules. This type rate <br />schedule will have a minimum bill based on meter size. When the <br />Ordinance is considered by the City Council, another public hearing <br />will be scheduled and published in the newspaper. Mr. Plummer <br />opened the public hearing and asked if anyone wished to speak. No <br />one did, so Mr. Plummer closed the public hearing. <br />Mr. Plummer introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, SETTING A FEE FOR UTILITY CUSTOMER REQUESTS FOR <br /> CONFIDENTIALITY OF ACCOUNT INFORMATION; PROVIDING FOR <br /> PUBLICATION AND DECLARING AN EMERGENCY. <br />
