224. <br /> <br />EXHIBIT ESA <br />PROGRAM AGREEMENT <br />ELECTRIC SYSTEM ANALYSIS SERVICES <br />The City of San Marcos ("Customer") and the Lower Colorado River Authority ("LCRA") have entered into an <br />Agreement for Technical Services dated on or about December 15, 1979. <br />T e Electric System Analysis Services Program Agreement ("Program Agreement') entered into this day of <br />20CI,-shall become a part of said Agreement for Technical Services as Program Agreement Exhibit <br />E A. <br />With respect to work LCRA agrees to perform for Customer on or after this date, this Program Agreement between <br />Customer and LCRA replaces the original Program Agreement executed April 24, 1995, and the Addendum to <br />Distribution Engineering Contract Services Program Agreement dated January 22, 1997. The original Program <br />Agreement and the Addendum to Distribution Engineering Contract Services Program Agreement shall remain in <br />force and effect with respect to any work LCRA has agreed to perform under them for Customer prior to this date <br />until that work is completed. <br />The Customer and LCRA agree as follows: <br />SERVICE AGREEMENT SCOPE <br />LCRA shall provide the following engineering services to Customer: <br />1. Verify and/or gather field information needed to construct computer model of primary electric system <br />Size of all primary conductor <br />Location and operation of all switches, capacitors, and reclosers <br />Phase (A B or C) of primary lines and transformers <br />2. Prepare load-forecast taking into account: <br />Growth in customer meters by rate-class <br />Growth in summer and winter peak demand (kW) <br />Growth in annual energy (kWh) requirements <br />Planning documents available from Customer <br />3. Evaluate adequacy of existing system utilizing loadflow software <br />Identify overloaded line sections <br />Identify excessive line losses <br />Identify excessive voltage drop <br />Evaluate appropriateness of distribution line equipment <br />4. Conduct a thorough study of system improvement needs <br />Optimize system to minimize losses <br />Balance phases within circuits <br />Balance load between circuits <br />Evaluate feeder ties between existing circuits <br />Evaluate need for reconductoring <br />Evaluate substation capacity requirements <br />Examine location and operation of load-break switches <br />Examine location and size of capacitor banks for correcting power factor <br />Coordinate construction projects with pole maintenance needs as information is <br />provided by Customer <br />Size and coordinate fuses, reclosers with substation breakers <br />Conduct Contingency Analysis planned or unplanned outage of a distribution feeder, breaker, or power <br />transformer (where applicable) <br />Examine system equipment limits and impacts <br />L O W E R C O L O R A D O R I V E R A U T H O R I T Y
