Johnny Finch, owner òf Nephew's and the Restless <br />Wind, is in favor of the City allowing 2:00 o'clock drinking. They <br />are losing business and tourist trade to Austin and San Antonio. <br />with the 21-year old drinking age, drinkers are more responsible. <br />Kenneth Manning, co-owner of the Draft Choice Sports Bar, has been <br />in business since November, 1992. They make purchases locally when <br />possible. In the shorter time frame allowed for drinking in San <br />Marcos, people will tend to drink more. He expressed concern for <br />the migration of drinkers to Austin. Mike Capps, co-owner of the <br />Draft Choice Sports Bar, stated they are losing tourist business <br />because of the drinking time. A lot of people work a late shift and <br />do not go out until 10:30. He wants the Council to consider <br />allowing 2:00 o'clock drinking at least for a trial period of time. <br />(Mr. Guerra present during this discussion - 7:34 p.m.). <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Zoning Board of Adjustments and Appeals. No nominations were <br />submitted and it will be rescheduled at the next meeting. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />0- TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY FROM LOW DENSITY RESIDENTIAL TO PUBLIC FOR LOTS 7 AND <br />8, BLOCK 2 OF THE C. L. MCGEHEE SUBDIVISION, AS RECORDED IN <br />VOLUME H, PAGE 573 OF THE HAYS COUNTY DEED RECORDS, LOCATED AT <br />317 BLANCO STREET AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the land use amendment. No one did, so Mayor <br />Morris closed the public hearing. Mr. Guerra moved for adoption of <br />the Resolution and Mr. Moore seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />* Mr. Guerra present at 7:34 p.m. and Mr. Hart present at 7:50 p.m. <br />
