94 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 26, 1993 PRESENT: Mayor Kathy M. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced the ten-minute citizen input period with the city Council. Johnny Finch, owner òf Nephew's and the Restless Wind, is in favor of the City allowing 2:00 o'clock drinking. They are losing business and tourist trade to Austin and San Antonio. with the 21-year old drinking age, drinkers are more responsible. Kenneth Manning, co-owner of the Draft Choice Sports Bar, has been in business since November, 1992. They make purchases locally when possible. In the shorter time frame allowed for drinking in San Marcos, people will tend to drink more. He expressed concern for the migration of drinkers to Austin. Mike Capps, co-owner of the Draft Choice Sports Bar, stated they are losing tourist business because of the drinking time. A lot of people work a late shift and do not go out until 10:30. He wants the Council to consider allowing 2:00 o'clock drinking at least for a trial period of time. (Mr. Guerra present during this discussion - 7:34 p.m.). Mayor Morris introduced for consideration approval of an appointment to the Zoning Board of Adjustments and Appeals. No nominations were submitted and it will be rescheduled at the next meeting. Mayor Morris introduced for consideration a public hearing and adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, 0- TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF THE CITY FROM LOW DENSITY RESIDENTIAL TO PUBLIC FOR LOTS 7 AND 8, BLOCK 2 OF THE C. L. MCGEHEE SUBDIVISION, AS RECORDED IN VOLUME H, PAGE 573 OF THE HAYS COUNTY DEED RECORDS, LOCATED AT 317 BLANCO STREET AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak for or against the land use amendment. No one did, so Mayor Morris closed the public hearing. Mr. Guerra moved for adoption of the Resolution and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration a public hearing and adoption of a Resolution, the caption which was read as follows: * Mr. Guerra present at 7:34 p.m. and Mr. Hart present at 7:50 p.m.
