Jason Braun, 326 Hidden Farms, a licensed irrigator, said he is not against homeowners putting <br />• in their own systems, but he wants them put in properly. He would like to see San Marcos keep <br />the ordinance in place for conservation. There is more to this than just renting a trencher and <br />putting pipe in the ground. He would like to see San Marcos stay strong and keep its rules. <br />Ed Boney, 4009 Oak Street, a homeowner and licensed irrigator, said he was proud to see San <br />Marcos advance in the area of irrigation. The City has advanced in their compliance with <br />different rules and regulations. The City has adopted the state's rules and regulations and has <br />gone beyond that. This protects us all. As homeowners, this insures they have a better built <br />system just like with electrical and plumbing systems. Plans are submitted to the City for review <br />to insure that they are installed properly. The homeowner has the opportunity to install an <br />irrigation system themselves as long as they comply with same rules and regulations as a <br />licensed irrigator. <br />Sophia Azoubel, US Census 2010, Partnership Specialist, discussed the formation of the <br />Complete Count Committee for San Marcos. Hays County has created one, and the City <br />definitely merits a committee of its own. She provided Council with an information packet that <br />included the 2000 response rates. The national rate was 67%, Hays County at 62%, and San <br />Marcos at 59%. It will take a great amount of effort to knock on each door after April 1, 2010. <br />For each percentage point over the national rate of 67%, it will save $70 to $80 million in <br />taxpayer dollars. Federal dollars are allocated based on the census numbers, and we need an <br />accurate count to be sure the federal grants are allocated proportionately and fairly back to the <br />• community. <br />8.
