City Council Meeting Minutes September 1, 2015 <br />Against: 0 <br />Absent: 1 - Mayor Pro -Tem Prather <br />32. Consider approval, by motion, changing the Tuesday, October 6, 2015 regular <br />meeting to Monday, October 5, 2015 due to National Night Out in San Marcos, and <br />changing the Tuesday, November 3, 2015 regular meeting to Monday, November 2, <br />2015 due to the General Election. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Prewitt, to approve the meeting date changes as presented. The <br />motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Council Member Prewitt and Council Member <br />Hughson <br />Against: 0 <br />Absent: 1 - Mayor Pro -Tem Prather <br />33. Receive an update from Staff, hold discussion and provide direction regarding the Fall <br />2015 Preferred Scenario Amendment process for consideration and hear details on <br />each of the applications received: <br />PSA -15 -01 Blanco Riverwalk - approximately 116.628 acres along the west side of <br />IH -35 between Carlson Circle and Yarrington Road - Employment Center . <br />PSA -15 -02 Wonder World Drive and Hunter Road - approximately 16.8 acres at the <br />intersection of Wonder World Drive and Hunter Road - Employment Center & Open <br />Space* <br />Shannon Mattingly, Director of Development Services, provided the Council <br />with details regarding the Fall 2015 Preferred Scenario Map Amendment <br />applications. No further action was taken. <br />34. Hold discussion regarding traffic, safety, parking, park access and mitigation options <br />and implementation in, and adjacent to, the Blanco Gardens Neighborhood and The <br />Woods apartment complex, and direction to Staff. <br />Ken Bell, Fire Marshall, provided the evaluation conducted by the <br />Neighborhood Commission to the Council. Staff will be restriping and <br />orienting the parking at the park. Council Member Prewitt provided an <br />explanation for why she and her colleagues, Council Members Thomaides and <br />Ilughson, requested this item. Council requested for additional traffic counts <br />when the pool and other amenities open. If they are not open at the time of the <br />additional buildings opening or to delay the traffic counts to when all of the <br />amenities are open. Staff will ask the developer if they would make ingress <br />only on River Road and egress onto the frontage road. Staff will request more <br />City of San Marcos Page 14 <br />
