City Council Meeting Minutes September 1, 2015 <br />3. Presentation by Halff & Associates of the Flood Study on the Blanco River including <br />history of flood events, the recent Memorial Day Flood and the effects, if any, of The <br />Woods multifamily development project., and provide direction to Staff. <br />4. Receive a presentation from Dr. Thom Hardy concerning the possible removal or <br />repair of the Capes Dam for recreation and environmental purposes and the <br />implications for the Mill Race; and provide direction to Staff. <br />A motion was made by Mayor Guerrero, seconded by Council Member <br />Hughson, that this Presentation be postponed to a future Workshop meeting to <br />be set by Staff. The motion carried by the following vote: <br />For: 7- Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Mayor Pro -Tern Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />111. Invocation <br />A moment of silence was observed. <br />IV. Pledges Of Allegiance - United States And Texas <br />Council Member Prewitt led the assembly in the Pledges of Allegiance. <br />V. 30 Minute Citizen Comment Period <br />Ben Kvanli, addressed the Council regarding the flood and how he had never <br />heard of such high flows on the Blanco Diver.
