City Council Meeting Minutes September 1, 2015 <br />15. Consider approval of Resolution 2015 -114R, approving a Professional Services <br />Agreement between the City and CH2M Hill Engineers, Inc. for the provision of <br />Professional Engineering Services in connection with the miscellaneous <br />improvements at the San Marcos Wastewater Treatment Plant Project for a fixed fee <br />of $137,179.00 contingent upon the engineer's provision of sufficient insurance in <br />accordance with the attached agreement; authorizing the City Manager or his <br />designee to execute this agreement on behalf of the City; and declaring an effective <br />date. <br />16. Consider approval of Resolution 2015 -115R approving a License Agreement with <br />Centurytel of San Marcos, Inc. to establish terms and conditions under which an <br />existing structure at 104 MLK Drive may encroach into the City's Right -Of -Way; <br />authorizing the City Manager to execute said agreement on behalf of the City; and <br />declaring an effective date. <br />17. Consider approval, by motion, approving Change Order #1 to the Asphalt Paving <br />Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with Alpha Paving, LLC in the <br />amount of $124,341.25, authorizing the City Manager or his designee to execute the <br />change order on behalf of the City. <br />.. ; , . .. <br />18. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against the approval of Ordinance 2015 -34, adopting a Budget in the sum of <br />$187,054,822 for the Fiscal Year beginning on October 1, 2015 and ending on <br />September 30, 2016; authorizing certain adjustments to the Budget with the approval <br />of the City Manager; approving fiscal year 2015 -2016 Capital Improvements Program <br />Projects; approving fees for Community Services and Police Department services; <br />and consider approval of Ordinance 2015 -34, on the first of two readings. <br />Mayor Guerrero opened the Public Hearing at 8:41 p.m. <br />Rob Roark, 1804 A Hunter Road, thanked the Staff and Council for reducing <br />the debt and continuing to pay it down. He thanked the Council for their <br />support of the Food flank and for helping other people eat. He supports the <br />$45,000 for the Food Bank and he spoke about concerns that he has. <br />There being no further comments, the Mayor closed the Public Hearing at 8:43 <br />p.m. <br />A motion was made by Mayor Guerrero, seconded by Mayor Pro -'Tem <br />Prather, that Ordinance 2015 -34 be approved, on the first of two reading <br />readings.
