City Council Meeting Minutes September 1, 2015 15. Consider approval of Resolution 2015 -114R, approving a Professional Services Agreement between the City and CH2M Hill Engineers, Inc. for the provision of Professional Engineering Services in connection with the miscellaneous improvements at the San Marcos Wastewater Treatment Plant Project for a fixed fee of $137,179.00 contingent upon the engineer's provision of sufficient insurance in accordance with the attached agreement; authorizing the City Manager or his designee to execute this agreement on behalf of the City; and declaring an effective date. 16. Consider approval of Resolution 2015 -115R approving a License Agreement with Centurytel of San Marcos, Inc. to establish terms and conditions under which an existing structure at 104 MLK Drive may encroach into the City's Right -Of -Way; authorizing the City Manager to execute said agreement on behalf of the City; and declaring an effective date. 17. Consider approval, by motion, approving Change Order #1 to the Asphalt Paving Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with Alpha Paving, LLC in the amount of $124,341.25, authorizing the City Manager or his designee to execute the change order on behalf of the City. .. ; , . .. 18. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against the approval of Ordinance 2015 -34, adopting a Budget in the sum of $187,054,822 for the Fiscal Year beginning on October 1, 2015 and ending on September 30, 2016; authorizing certain adjustments to the Budget with the approval of the City Manager; approving fiscal year 2015 -2016 Capital Improvements Program Projects; approving fees for Community Services and Police Department services; and consider approval of Ordinance 2015 -34, on the first of two readings. Mayor Guerrero opened the Public Hearing at 8:41 p.m. Rob Roark, 1804 A Hunter Road, thanked the Staff and Council for reducing the debt and continuing to pay it down. He thanked the Council for their support of the Food flank and for helping other people eat. He supports the $45,000 for the Food Bank and he spoke about concerns that he has. There being no further comments, the Mayor closed the Public Hearing at 8:43 p.m. A motion was made by Mayor Guerrero, seconded by Mayor Pro -'Tem Prather, that Ordinance 2015 -34 be approved, on the first of two reading readings.
