Call To Order <br />With a quorum present, the workshop meeting of the San Marcos City Council <br />was called to order by Mayor Guerrero at 12:05p.m. Friday, august 28, 2015 <br />in the City Council Chambers, 630 E. Hopkins, San Marcos, Texas 75666. <br />Present: 5 - Mayor Daniel Guerrero, Council Member Ryan Thomason, Mayor Pro -Tem Jude <br />Prather, Council Member Lisa Prewitt and Council Member Jane Hughson <br />Absent: 2 - Council Member John Thomaides and Deputy Mayor Pro Tem Shane Scott <br />1. Consider Staff briefing and Council Member discussion and questions regarding items <br />on the agenda for September 1, 2015 Regular City Council Meeting, to wit Items <br />(1 -32). <br />1. Presentation by Halff & Associates of the Flood Study on the Blanco River including <br />history of flood events, the recent Memorial Day Flood and the effects, if any, of The <br />Woods multifamily development project. <br />2. Presentation from Dr. Thom Hardy concerning the possible removal or repair of the <br />Capes Dam for recreation and environmental purposes and the implications for the <br />Mill Race. <br />CONSENT AGENDA <br />3. Ordinance 2015 -30, on the second of two readings, amending Chapter 74 of the <br />San Marcos City Code by adding a new Article 6 that establishes procedures and <br />criteria for the granting of revocable Licenses for Sidewalk Caf6s, Parklets, and <br />Similar Special Uses of Public Rights -Of -Way; providing a savings clause; providing <br />for the repeal of any conflicting provisions; and providing an effective date. <br />5. Ordinance 2015 -31, on the second of two readings, amending the Official Zoning <br />City of San Marcos Page 1 <br />
