City Council Meeting Minutes August 28, 2015 Customers of Municipal Solid Waste Programs in accordance with Section 66.028(a) of the San Marcos Code of Ordinances; including procedural provisions; and declaring an effective date. 20. Staff presentation and Public Hearing to receive comments for or against Ordinance 2015 -38, amending Ordinance No. 2013 -48 by increasing drainage charges originally established by said Ordinance for the 2015 -2016 Fiscal Year under authority of Section 86.505 of the San Marcos City Code; and including procedural provisions. 21. Public Hearing to receive comments for or against Resolution 2015 -116R, making findings as to the advisability of the improvements proposed in the Trace Public Improvement District in accordance with Chapter 372 of the Texas Local Government Code. 22. Staff presentation and Public Hearing to receive comments for or against Resolution 2015 -117R approving a Petition for Relief from Hill Country Christian School for Davis Lane Sidewalks. NON - CONSENT AGENDA 23. Ordinance 2015 -29, on the second of two readings, annexing into the City 965 acres of land, more or less, comprised of multiple tracts of land and associated rights -of -way within 13 areas in the City's Extraterritorial Jurisdiction; approving service plans for said areas; including procedural provisions; and providing an effective date. 24. Ordinance 2015 -39, on first and final reading on emergency, authorizing the issuance of City of San Marcos, Texas General Obligation Refunding Bonds in an amount not to exceed $60,000,000 in one or more series; approving an Official Statement, a Paying Agent /Registrar Agreement, a Bond Purchase Agreement and an Escrow Agreement; establishing the procedures for selling and delivering one or more series of the bonds; providing for the approval of this ordinance on one reading only as authorized by State Law; and authorizing other matters relating to the bonds. 25. Ordinance 2015 -40, on first and final reading on emergency, authorizing the issuance of one or more Series 2015 City of San Marcos, Texas, Combination Tax and Revenue Certificates of Obligation in an amount not to exceed $19,750,000 to provide funding for constructing, improving, extending, expanding, upgrading and developing City Streets, Bridges, Sidewalks, Intersections, related Traffic Improvements and Transportation Facilities including purchasing any necessary Rights -Of -Way and equipment; constructing and improving the City's Drainage Facilities; constructing, improving and extending the City's Water and Waste Water System, including Phase 1 of the City's Waste Water Treatment Plant Project; constructing, improving and extending the City's Electric System; constructing, improving and extending the City's Airport; constructing and improving the City's Parks City of San Marcos Page 4
