City Council Meeting Minutes August 28, 2015 <br />System; acquiring, constructing, equipping and renovating Public Safety Equipment <br />and Facilities including Fire Stations, acquiring a Fire Vehicle and Police Digital Mobile <br />Video Equipment; acquiring, constructing, designing, equipping and renovating City <br />Facilities and Buildings, including work on the City's Capital Improvement Plan; <br />approving an Official Statement; Purchase Agreement and Paying Agent /Registrar <br />Agreement; establishing the procedures for selling and delivering one or more series <br />of the Certificates; providing for adoption of this Ordinance on one reading only in <br />accordance with State Law; and authorizing other matters relating to the Certificates. <br />26. Resolution 2015 -118R approving a Meet and Confer Agreement between the San <br />Marcos Police Officers' Association and the City of San Marcos and declaring an <br />effective date. <br />27. Resolution 2015 -119R approving a Meet and Confer Agreement between the San <br />Marcos Professional Firefighters Association Local #3963 and the City of San Marcos <br />and declaring an effective date. <br />28. Appointment to the Code SMTX Technical Committee to fill a vacancy. <br />29. Reappointment of Downtown TIRZ #5 Board of Directors as follows: City <br />representatives of City Manager Jared Miller, Council Member John Thomaides, Hays <br />County representatives of Commissioner Debbie Ingalsbe and Commissioner Will <br />Conley, and the mutually agreed upon appointee, Dr. Ed Mihalkanin. <br />30. Motion changing the Tuesday, October 6, 2015 regular meeting to Monday, <br />October 5, 2015 due to National Night Out in San Marcos, and changing the Tuesday, <br />November 3, 2015 regular meeting to Wednesday, November 4, 2015 due to the <br />General Election. <br />31. Update and discussion regarding the Fall 2015 Preferred Scenario Amendment <br />process for consideration and hear details on each of the applications received: <br />PSA -15 -01 Blanco Riverwalk - approximately 116.628 acres along the west side of <br />IH -35 between Carlson Circle and Yarrington Road - Employment Center <br />PSA -15 -02 Wonder World Drive and Hunter Road - approximately 16.8 acres at the <br />intersection of Wonder World Drive and Hunter Road - Employment Center & Open <br />Space* <br />32. Discussion regarding traffic, safety, parking, park access and mitigation options <br />and implementation in, and adjacent to, the Blanco Gardens Neighborhood and The <br />Woods apartment complex. <br />The Council considered staff briefings and held discussion regarding items on <br />the agenda for September 1, 2015 Regular City Council Meeting, to wit items <br />(1 -32). Item #4 Staff will provide summarized changes in writing and will be <br />bringing an additional right -of -way fee item back to Council. Item #6 Staff will <br />email the Council The Woods permit fees. Item #12 Staff will provide a better <br />map. Item #15 Staff will provide funds available in the account stated.
