Phillips, Kelley Franks, Harry Bishop, Ken Claybourn, Collete Davis, Mark Minnick, Dan Scales, Lisa Coppoletta, Harvey Mathews, Boy Scouts Troop 1135, Houston, Texas, Renate Rojo, Phil Nabors, Julie Salas, Bob Barton, Frank Arredondo, Ruben Garza, Joe Castillo and others. , Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced the citizen Comment Period. Dan Scales stated he thinks Mr. Guerra should address more of the citizens' concerns, and that they want his attention. Lisa Coppoletta signed up but stated she did not wish to speak at this time. R. G. Phillips stated as the City goes through the budget process, they need to be pennywise and remember the value of money. Bob Sappington of Willow Creek stated regarding the location of the two new schools to be built, he urges a needed traffic feasibility study be conducted and commends the city in working with the School District to accomplish this. Mayor Morris introduced approval of an appointment to the Construction Board of Adjustments and Appeals. Mr. Moore moved to appoint Garland Warren, which passed unanimously. Mayor Morris introduced a discussion regarding the appointment by the city Council to the Edwards Aquifer Authority Board of Directors. Mr. Guerra recommended the appointment by the Council be done through the election process if the Legislature changes the method to allow appointment by election. Mr. Guerra stated MALDEF will file suit regarding the appointment of the Board. Mr. Moore stated serving on the Board will require major commitment and few will have a keen interest in the Board's function. The Council requested a master list be made of all who complete board volunteer forms. Harry Bishop advised the Council San Antonio Board Members want to return the remaining funds to the citizens, and he advised if this is done, there will be no operating funds. The Council requested this item be scheduled for appointment on July 12. Mr. Moore recommended biographical data be attached to the board volunteer forms. * Mr. Plummer not present at this meeting.
