21 <br />Regular Meeting September 14, 1981 Page 5 <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on third and final reading abandoning part of an alley in Block <br />3 of the Westover Addition, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ABANDONING, VACATING AND CLOSING A <br />PORTION OF AN ALLEY IN BLOCK 3 OF THE WESTOVER ADDI- <br />TION TO THE CITY OF SAN MARCOS, TEXAS; PROVIDING FOR <br />THE REVERSION OF FEE IN SAID LAND AND DECLARING AN <br />EFFECTIVE DATE. <br />Mrs. Norris moved to adopt the Ordinance on third and final reading <br />and Mr. Kreczmer seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on third and final reading on property out of Farm Lot No. 22 of <br />the Original Town of San Marcos, located in the 400 Block of North <br />Guadalupe Street, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY ZONING TWO TRACTS OF LAND OUT <br />OF FARM LOT NO. 22 OF THE ORIGINAL TOWN OF SAN MAR- <br />COS, LOCATED IN THE 400 BLOCK OF NORTH GUADALUPE <br />STREET, FROM "D" (MULTI-FAMILY DWELLING DISTRICT) TO <br />"C" (COMMERCIAL DISTRICT). <br />Mr. James moved to adopt the Ordinance on third and final reading <br />and Mrs. Mendez seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration approval of the WIC Con- <br />tracts. Donna Phillips stated the city has been sponsoring the WIC <br />program since 1977, and that the contract submitted for Council's <br />approval was identical to the contract presented last year. She <br />stated the program is totally financed through USDA, and that the <br />City is reimbursed totally. Finance Director Earl Williams stated <br />the City provided services through the Finance Department and Data <br />Processing at no charge to WIC. There is a 2 1/2 month delay in being <br />reimbursed and that was lost interest by providing this sponsorship. <br />Mrs. Norris moved to table this item for the preparation of a Resolu- <br />tion prior to adoption and Mrs. Mendez seconded the motion, which <br />passed unanimously. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />approving a Plat of 1981 Rearrangement of Sections 2, 3 and 4 of the <br />Dixon Addition to the Cemetery, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING A PLAT OF THE 1981 REARRANGE- <br />MENT OF SECTIONS 2, 3 AND 4 OF THE DIXON ADDITION TO <br />THE SAN MARCOS CEMETERY; AUTHORIZING THE MAYOR OF SAID <br />CITY TO SIGN THE CERTIFICATE OF APPROVAL OF SAID PLAT <br />AND DECLARING AN EFFECTIVE DATE. <br />Mr. Brown moved to adopt the Resolution and Mr. James seconded <br />the motion, which passed unanimously. (Mr. Cavazos was not present <br />during the voting on this one item.). <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />approving the termination of a lease between the City and Crazy <br />Horse Equipment Company, the caption which was read as follows:
