<br />30 <br /> <br /> <br />Regular Meeting June 14, 1993 Page 2 <br /> <br /> <br />Mayor Morris introduced for consideration approval of four <br />appointments to the Commission for Minorities. Mr. Moore moved to <br />reappoint Lisa Garza, reappoint Eugene Rios, reappoint Erasmo Pompa <br />and reappoint Denise Ronan, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of four <br />appointments to the Ethics Review Commission. Mayor Morris moved to <br />reappoint Linda Bazan, reappoint Lunelle Anderson and appoint Sherri - <br />Humphrey, and Mr. Cox moved to appoint Rosemary Suniga, which passed <br />unanimously. <br /> <br />Mayor Morris introduced a public hearing to receive citizen input on <br />the City Council fiscal year 1993-1994 Budget Policy Statement. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. Lisa Coppoletta stated she is vice president of Tejas and <br />expressed many issues of concern for the poor she hopes are <br />addressed in the budget and areas where she feels the City can be <br />more frugal. Mary Cauble, Chair of Human Services Advisory Board, <br />requested the City council consider increases in funding for the <br />agencies. Allyn Gill stated he wants the city to consider budgeting <br />for more arterial streets and in particular, parallel with IH35 <br />South due to the one-way access roads the City will have when the <br />IH35 improvements are completed. He also stated improvements need <br />to be made to Hunter Road in the area where the new schools will be <br />located. No one else wished to speak, so Mayor Morris closed the <br />public hearing. The city Council made the following amendments to <br />the draft policy statement: No.6 to read, "Realize maximum <br />efficiency with an increased budget amount for street overlay and <br />repair." No. 13 to read, "Approve and implement the Capital <br />Improvements Program (CIP) and update existing Transportation Plan." <br />No. 17 to read, "Maintain existing standard for employee <br />certification and professional development and tuition <br />reimbursement. Create an employee recognition program." No. 20 to <br />read, "Fund Social Services at current proposed levels recommended <br />ÈY the Human Services Advisory Board!" The approval of the Policy <br />Statement is scheduled ror June 28. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE ADDITION OF AN <br />IMMUNIZATION INITIATIVE TO THE CITY'S WOMEN, INFANTS AND <br />CHILDREN (WIC) PROGRAM; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Plummer moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion, which passed unanimously. Mr. Ortega <br />advised the Council the WIC program serves a 9-county area and <br />serves approximately 8,300 monthly. He stated the immunization <br />program will try to reach all children possible between birth and <br />fourteen years of age. The Council voted unanimously for adoption <br />of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE CITY'S CONTRIBUTION TO <br />FEDERAL AVIATION ADMINISTRATION GRANT PROJECT NO. <br />3-48-0195-11-93; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. <br />Plummer seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE FUNDING FOR AN ACCOUNTING CLERK-- <br />POSITION; AND DECLARING AN EFFECTIVE DATE. <br />
