Mrs. Dinah Elwell who is in <br />charge of the City Cemetery advised the Council the cost of perpe- <br />tual care for each plot is $315.00 and each plot is $85.00, for a <br />total of $400.00. Persons having perpetual care are not charged <br />the $150.00 interment fee or $150.00 setting of a monument fee; only <br />persons who do not have perpetual care are charged these fees. The <br />perpetual care fund is presently $18,000-$19,000 and the maintenance <br />contract on the cemetery for this year is $43,000, indicating there <br />needed to be fees charged to cover some of the burden of the costs <br />of running the Cemetery. All lots are mowed under the maintenance <br />contract because it is important to the persons having perpetual care <br />the Cemetery as a whole be attractive and taken care of. Mrs. Edra <br />Allbright of Pennington Funeral Home stated she felt the charges were <br />excessive and that the families were opposed to paying the excessive <br />charge because they could not afford it. It was her recommendation <br />all lot owners be informed of the charges. Mayor Craddock said all <br />the lots were being maintained, even when there was no perpetual <br />care and that the City was doing the best they could do to maintain <br />the Cemetery and that it was losing money. City Manager advised the <br />Staff incurred costs for interments and there needed to be charges <br />for these services and that the fees charged were for costs, and not <br />a tax as Mr. Kyle had indicated. <br />Mr. Brown moved that the Ordinance be tabled to a later meeting until <br />such time as would be necessary to obtain a legal response to the ques- <br />tions presented by Mr. Kyle and Mr. Cavazos seconded the motion. On <br />roll call the following vote was recorded: <br />AYE: Brown, Cavazos and Kreczmer. <br />NAY: James, Craddock, Mendez and Norris. <br />ABSTAIN: None. <br />The motion failed. The Council then returned to its original motion <br />and second for the adoption of the Ordinance on third and final read- <br />ing. On roll call the following vote was recorded: <br />AYE: James, Craddock, Kreczmer, Mendez and Norris. <br />NAY: Brown and Cavazos. <br />ABSTAIN: None. <br />The Ordinance was adopted on third and final reading. <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on third and final reading setting rates of fare for shuttle <br />service of passengers, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, SETTING RATES OF FARE FOR PASSENGERS <br />OF VEHICLES PROVIDING SHUTTLE SERVICE OVER REGULAR <br />ROUTES BETWEEN WIMBERLEY, TEXAS, AND LOCATIONS WITH- <br />IN SAN MARCOS, TEXAS; SETTING RATES OF FARE FOR PAS- <br />SENGERS OF VEHICLES PROVIDING AIRPORT LIMOUSINE SERVICE <br />OVER IRREGULAR ROUTES BETWEEN AIRPORTS IN AUSTIN, TEXAS, <br />AND SAN ANTONIO, TEXAS, AND LOCATIONS WITHIN SAN MAR- <br />COS, TEXAS AND DECLARING AN EFFECTIVE DATE. <br />Mrs. Norris moved for the adoption of the Ordinance on third and final <br />reading and Mrs. Mendez seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration an Ordinance on third and <br />final reading annexing approximately 153 acres out of the J. M. Vera- <br />mendi League Nos. 1 and 2, which includes Cape's Camp, the caption <br />which was read as follows:
