71 <br />Regular Meeting October 29, 1981 Page 4 <br />Mrs. Norris moved to approve the Ordinance on first reading and Mr. <br />Kreczmer seconded the motion. Mr. Jim Burwell, Director of Public <br />Health, then briefly stated that the Ordinance will bring the City's <br />standards in compliance with the Federal and State Food and Drug re- <br />gulations. Some changes are the requirement of shielded lights, hand <br />washing facilities in the food preparation area, and the requirement <br />of a new restaurant submitting their blueprints to the Health Depart- <br />ment for approval in advance of construction. All food establishments <br />in San Marcos are checked about once every three months. Health cards <br />are issued every two years instead of one year, because it is not re- <br />commended the anyone be required to take TB x-rays annually before is- <br />suance of the health card. The motion passed unanimously. <br />Mayor Craddock introduced for consideration an Ordinance on first <br />reading amending the Code of Ordinances to provide standard for de- <br />termining charges for the Charter and Code of Ordinances and Supple- <br />ments thereto, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE CODE OF ORDINANCES, CITY <br />OF SAN MARCOS, TEXAS, TO PROVIDE A STANDARD FOR DETER- <br />MINING CHARGES TO BE LEVIED BY CITY FOR COPIES OF CITY <br />CHARTER AND/OR CODE OF ORDINANCES AND FOR SUPPLEMENTS <br />TO SAID CHARTER AND CODE; TO DIRECT THE CITY SECRETARY <br />TO MAINTAIN A SCHEDULE OF SAID CHARGES AND DECLARING <br />AN EFFECTIVE DATE. <br />Mr. Kreczmer moved to approve the Ordinance on first reading and Mrs. <br />Norris seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration an Ordinance on second <br />reading amending Chapter 29 entitled "Traffic" of the Code of Ordin- <br />ances, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 29, ENTITLED "TRAFFIC" <br />OF THE CODE OF ORDINANCES OF SAID CITY TO ADD A SECTION <br />TO ELIMINATE REQUIREMENT FOR STATE TO PROVE THE INSTAL- <br />LATION OR AUTHORITY FOR ANY TRAFFIC CONTROL DEVICE OR <br />SIGNAL IN PROSECUTIONS FOR VIOLATIONS OF THIS CHAPTER; <br />TO ESTABLISH THE RIGHT OF REBUTTAL BY DEFENDANTS AND DE- <br />CLARING AN EFFECTIVE DATE. <br />Mr. Cavazos moved to approve the Ordinance on second reading and Mr. <br />James seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration an Ordinance on second <br />reading amending the Ordinance of September 8, 1981, which adopted <br />the 1981-1982 Budget, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- <br />TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE <br />OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT <br />OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- <br />CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON <br />SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE <br />VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE <br />SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- <br />ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EF- <br />FECTIVE DATE. <br />Mr. Brown moved to approve the Ordinance on second reading and Mr. <br />James seconded the motion. On roll call the following vote was re- <br />corded:
