Mr. Jim Burwell, Director of Public Health, then briefly stated that the Ordinance will bring the City's standards in compliance with the Federal and State Food and Drug re- gulations. Some changes are the requirement of shielded lights, hand washing facilities in the food preparation area, and the requirement of a new restaurant submitting their blueprints to the Health Depart- ment for approval in advance of construction. All food establishments in San Marcos are checked about once every three months. Health cards are issued every two years instead of one year, because it is not re- commended the anyone be required to take TB x-rays annually before is- suance of the health card. The motion passed unanimously. Mayor Craddock introduced for consideration an Ordinance on first reading amending the Code of Ordinances to provide standard for de- termining charges for the Charter and Code of Ordinances and Supple- ments thereto, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CODE OF ORDINANCES, CITY OF SAN MARCOS, TEXAS, TO PROVIDE A STANDARD FOR DETER- MINING CHARGES TO BE LEVIED BY CITY FOR COPIES OF CITY CHARTER AND/OR CODE OF ORDINANCES AND FOR SUPPLEMENTS TO SAID CHARTER AND CODE; TO DIRECT THE CITY SECRETARY TO MAINTAIN A SCHEDULE OF SAID CHARGES AND DECLARING AN EFFECTIVE DATE. Mayor Craddock introduced for consideration an Ordinance on second reading amending Chapter 29 entitled "Traffic" of the Code of Ordin- ances, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29, ENTITLED "TRAFFIC" OF THE CODE OF ORDINANCES OF SAID CITY TO ADD A SECTION TO ELIMINATE REQUIREMENT FOR STATE TO PROVE THE INSTAL- LATION OR AUTHORITY FOR ANY TRAFFIC CONTROL DEVICE OR SIGNAL IN PROSECUTIONS FOR VIOLATIONS OF THIS CHAPTER; TO ESTABLISH THE RIGHT OF REBUTTAL BY DEFENDANTS AND DE- CLARING AN EFFECTIVE DATE. Mr. Cavazos moved to approve the Ordinance on second reading and Mr. James seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration an Ordinance on second reading amending the Ordinance of September 8, 1981, which adopted the 1981-1982 Budget, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EF- FECTIVE DATE.
