72 <br />Regular Meeting <br />October 29, 1981 <br />Page 5 <br />AYE: Brown, James, Craddock, Kreczmer, Mendez and Norris. <br />NAY: Cavazos. <br />ABSTAIN: None. <br />Mayor Craddock announced the Council would receive briefings and consi- <br />der direction for the Mill Street, Bishop Street and Barbara Drive <br />Drainage projects. Ronnie Dannelley of the Community Development De- <br />partment reviewed the various community development projects, as fol- <br />lows: <br />In Block Grant Year II, #66-18, Water Based Plan, there is approximately <br />$9,517.00 balance that will be spent in the next sixty days for recrea- <br />tional equipment. The total project was for $192,000.00 and was to de- <br />velop the Hopkins to Rio Vista area as a greenbelt. <br />In Block Grant Year III, #67-23, Victory Gardens Phase I - Roosevelt, <br />the total project was for $26,864.00, and presently has remaining <br />$25,464.00. These funds are being used in connection with the con- <br />demnation of the Rojo property. Engineering plans will be presented <br />to the Council for approval prior to the third reading of an Ordinance <br />condemning the Rojo property, which Kelley Kilber is preparing. Pro- <br />ject #67-24, EPA - SSES (Sewer System evaluation survey facility plan, <br />EPA Step 1) was for $99,313.00, of which $45,009,00 is remaining. This <br />money could be applied to another project ongoing in the same block <br />grant year, such as the purchase of traffic lights for Project 67-23. <br />Project #67-31, Water System Analysis (Wastewater Mapping) was for <br />$41,690.00. There appears to be a balance of $21,679.00 in this pro- <br />ject, but this total amount is being implemented, and there will be <br />no funds remaining from this project. <br />In Block Grant Year IV, #68-12, Westover Addition (Bishop Street), <br />there were funds for $733,000.00, the encumbered amount $316,833.00, <br />actual remaining balance of $298,000.00. George Boeker, Director of <br />Public Works, advised the Council that Jim Byrn had prepared a cost <br />estimate for the Bishop Street project. The estimate includes re- <br />construction of the blind hill (for safety requirements), some <br />shoulder reconstruction, extension of some culverts, uniform 22' <br />width, right-of-way acquisition of approximately 650 feet, mostly <br />in the area of the blind hill, and would run approximately $67,000.00 <br />over the available funds of $298,000.00. Jim Byrn addressed the <br />Council stating in the bid advertising, there could be a base bid <br />which would be strictly for the overlay of the street, then alter- <br />natives could be added to the base bid, such as the 22' width street, <br />shoulders, extension of culverts and the blind hill reconstruction. <br />Mrs. Norris moved that Staff proceed with the Bishop Street plans as <br />presented to the Council and Mr. Cavazos seconded the motion, which <br />passed unanimously. <br />Ronnie Dannelley then continued reviewing the community development <br />projects in Block Grant Year IV. Project #68-13, Patton Street <br />(Truman Street), had $291,032 in funds, with a balance remaining <br />of $47,353.00. Project 68-15, Downtown Project Improvements, funds <br />were available in the amount of $60,000.00, with $30,213.00 remaining. <br />Mr. Dannelley indicated the City is working with the Downtown Mer- <br />chants Association in utilizing the funds. Most of the remaining <br />funds will be used for the purchase of sodium lights. If there is <br />any remaining funds it will be used for elimination of more handi- <br />cap areas and for plant boxes. <br />In Block Grant Year V, #69-16, Fire Protection - facilities and equip- <br />ment, is for the new fire station and equipment, for a total of <br />$185,650.00, with $168,088.00 encumbered, and a balance of $94,200.00 <br />remaining to be applied to the fire station. Project #69-17, Millview <br />Pub. Fac. Improve, had $350,000.00 with $291,142.00 remaining. Freese <br />and Nichols has prepared a drainage study of this area. Mr. Boeker <br />advises that for approximately $276,000.00 an open channel between <br />the San Marcos River and Bugg Lane could be developed. <br />Mayor Craddock moved to direct Staff to proceed with this project <br />development starting at the San Marcos River and working back to- <br />wards Bugg Lane. Mrs. Norris seconded the motion, which passed
