93 <br />MINUTES OF THE EMERGENCY MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, NOVEMBER 16, 1981 <br />PRESENT: Mayor Emmie Craddock <br />Council Members Karl W. Brown <br />Robert L. Cavazos <br />Berry R. James <br />John A. Kreczmer <br />Elida A. Mendez <br />Tess Norris <br />City Manager A. C. Gonzalez <br />City Secretary Janis K. Womack <br />City Attorney Barbara Edwards <br />Director of Public Works George Boeker <br />City Planner Joe Garza <br />Also Present: Jeff Watkins, Jerri Martin, Chris Bishop, Melissa Mille- <br />cam, Gregg Echols, Shirley Wickersham, Ralph Gonzales, Jake Krauskopf, <br />S. E. Rutledge, Kelley Kilber, Craig Farmer, Richard Contreras, James <br />Tidwell, Mr. and Mrs. Jack Brotze, Roger Jenkins, Billy Moore, Glenn <br />Longley, Ray Harper and others. <br />Mayor Craddock called the meeting to order at 5:30 p.m. <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency amending Chapter 27 entitled "Taxicabs" of the Code <br />of Ordinances, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 27, ENTITLED "TAXI- <br />CABS" OF THE CODE OF ORDINANCES, CITY OF SAN MARCOS, <br />TEXAS, TO DEFINE TERMS; TO REQUIRE A CERTIFICATE OF <br />PUBLIC CONVENIENCE AND NECESSITY FOR PERSONS WISHING <br />TO OPERATE A TAXICAB BUSINESS IN SAID CITY; TO SET <br />STANDARDS FOR THE ISSUANCE OF SAID CERTIFICATES; TO <br />SET FEES; TO PROVIDE STANDARDS FOR THE SUSPENSION <br />AND REVOCATION OF SAID CERTIFICATES; TO REQUIRE TAXI- <br />CAB DRIVERS' PERMITS; TO REQUIRE DISPLAY OF SAID PER- <br />MIT; TO REQUIRE INSPECTION OF TAXICABS; TO REQUIRE <br />TAXIMETERS; TO REQUIRE FILING OF RATES OF FARE AND <br />THE DISPLAY OF RATE CARDS; TO SET STANDARDS FOR THE <br />PROVISION OF SAID SERVICE TO PASSENGERS; TO REQUIRE <br />THE KEEPING OF MANIFESTS; TO REQUIRE THE KEEPING OF <br />CERTAIN RECORDS AND REPORTS; TO DESIGNATE AN ENFORCE- <br />MENT BODY; TO SET A PENALTY; TO PROVIDE FOR SEPARABI- <br />LITY; TO PROVIDE FOR REPEAL OF CONFLICTING ORDINANCES <br />AND DECLARING AN EMERGENCY. <br />Mrs. Norris moved for the adoption of the Ordinance in order to get <br />it on the table for discussion and Mr. James seconded the motion. <br />City Manager A. C. Gonzalez said that the Director of Public Safety, <br />Bob Minnie, thought amendments and deletions needed to be made to <br />Sections 27-10, 15, 18 and 19. Mr. Cavazos stated he did not think <br />a 24-hour business was a good idea. Mr. Ralph Gonzales said;.he.di.d not <br />care what rate the City set. He felt the annual inspection of taxis <br />was adequate. He felt that the requirements of $100.00 per taxi com- <br />pany, $50.00 per car and $25.00 per driver were inadequate and should <br />probably be increased. The staff recommended $200.00 per taxi com- <br />pany and $60.00 per car and no driver fee. Mrs. Norris was not in <br />favor of the annual car inspection; she felt it should be more often <br />and more restrictions set on the drivers of the taxis. Mrs. Hannelore <br />Brotze felt that 6:00 a.m. to midnight was a sufficient time require- <br />ment and that taxi companies should not be required to keep their <br />business open for 24 hours.
