103 <br />Regular Meeting <br />November 23, 1981 <br />Page 5 <br />Mrs. Norris moved for the adoption of the Ordinance on third and <br />final reading and Mr. Kreczmer seconded the motion. On roll call <br />the following vote was recorded: <br />AYE: James, Kreczmer, Mendez and Norris. <br />NAY: None. <br />ABSTAIN: Brown. <br />Mr. James introduced for consideration the adoption of an Ordinance <br />on third and final reading declaring a necessity for acquiring a por- <br />tion of property located at the intersection of Guadalupe and Roose- <br />velt Streets for public purpose, the caption which was read as fol- <br />lows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, DECLARING THE NECESSITY OF ACQUIRING <br />A PORTION OF BLOCK TWO (2) OF THE HOME FARM BLOCKS <br />SUBDIVISION IN THE CITY OF SAN MARCOS, TEXAS, SAID <br />PORTION LOCATED AT THE INTERSECTION OF GUADALUPE <br />STREET AND ROOSEVELT STREET, FOR A PUBLIC PURPOSE; <br />DESCRIBING THE PROJECT FOR WHICH SAID PROPERTY IS TO <br />BE ACQUIRED; DESCRIBING SAID PROPERTY; AUTHORIZING <br />THE CITY ATTORNEY TO INSTITUTE CONDEMNATION PROCEED- <br />INGS AND DECLARING AN EFFECTIVE DATE. <br />Mrs. Norris moved for the adoption of the Ordinance on third and final <br />reading and Mr. Kreczmer seconded the motion, which passed unanimously. <br />Mr. James introduced for consideration the adoption of an Ordinance <br />on third and final reading amending Chapter 11 entitled "Food and <br />Food Establishments" of the Code of Ordinances, the caption which <br />was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 11, ENTITLED "FOOD <br />AND FOOD ESTABLISHMENTS", OF THE CODE OF ORDINANCES <br />OF SAID CITY TO ESTABLISH A PURPOSE; TO DEFINE TERMS; <br />TO PROVIDE FOR THE SALE OF ONLY SOUND, PROPERLY LA- <br />BELED FOOD; TO REGULATE THE SOURCE OF FOOD; TO ESTAB- <br />LISH SANITATION STANDARDS FOR FOOD, FOOD PROTECTION, <br />FOOD SERVICE PERSONNEL, FOOD SERVICE OPERATIONS, FOOD <br />EQUIPMENT AND UTENSILS, SANITARY FACILITIES AND CON- <br />TROLS AND OTHER FACILITIES; TO REQUIRE PERMITS FOR <br />THE OPERATION OF FOOD SERVICE ESTABLISHMENTS; TO RE- <br />GULATE THE INSPECTION OF SUCH ESTABLISHMENTS; TO PRO- <br />VIDE FOR THE EXAMINATION AND CONDEMNATION OF FOOD; TO <br />PROVIDE FOR ENFORCEMENT AND TO SET PENALTIES AND DE- <br />CLARING AN EFFECTIVE DATE. <br />Mr. Brown moved for the adoption of the Ordinance on third and final <br />reading and Mrs. Norris seconded the motion, which passed unanimously. <br />Mr. James introduced for consideration the adoption of an Ordinance <br />on third and final reading amending the Code of Ordinances to provide <br />a standard for determining the charges to be levied for copies of the <br />City Charter and/or Code of Ordinances and supplements thereto, the <br />caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE CODE OF ORDINANCES, CITY <br />OF SAN MARCOS, TEXAS, TO PROVIDE A STANDARD FOR DE- <br />TERMINING CHARGES TO BE LEVIED BY CITY FOR COPIES OF <br />CITY CHARTER AND/OR CODE OF ORDINANCES AND FOR SUPPLE- <br />MENTS TO SAID CHARTER AND CODE; TO DIRECT THE CITY <br />SECRETARY TO MAINTAIN A SCHEDULE OF SAID CHARGES AND <br />DECLARING AN EFFECTIVE DATE.
