104 <br />Regular Meeting <br />November 23, 1981 <br />Page 6 <br />Mr. James introduced for consideration the adoption of a Resolution <br />approving an agreement by the City of San Marcos Industrial Develop- <br />ment Corporation to issue bonds for Esquire, Inc., the caption which <br />was read as follows: <br />RESOLUTION APPROVING AGREEMENT BY CITY OF SAN MARCOS <br />INDUSTRIAL DEVELOPMENT CORPORATION TO ISSUE BONDS FOR <br />ESQUIRE, INC. <br />Mr. Brown moved for the adoption of the Resolution and Mrs. Norris <br />seconded the motion. On roll call the following vote was recorded: <br />AYE: Brown, James, Mendez and Norris. <br />NAY: None. <br />ABSTAIN: Kreczmer. <br />Mr. James introduced for consideration the adoption of a Resolution <br />approving final payment to Southwest Texas State University-Edwards <br />Aquifer Research and Data Center for the provision of water quality <br />analyses, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING FINAL PAYMENT TO SOUTHWEST <br />TEXAS STATE UNIVERSITY-EDWARDS AQUIFER RESEARCH AND <br />DATA CENTER FOR THE PROVISION OF WATER QUALITY ANA- <br />LYSES DURING A TWENTY-FOUR WEEK PERIOD IN CONJUNCTION <br />WITH A UNITED STATES DEPARTMENT OF ENERGY WASTEWATER <br />TREATMENT PROJECT AND DECLARING AN EFFECTIVE DATE. <br />Mr. Brown moved for the adoption of the Resolution and Mrs. Norris <br />seconded the motion, which passed unanimously. <br />Mr. James introduced for consideration approval of an award of bid <br />to Red Simon Ford for six police cars. Mr. James moved the approval <br />of the bid to get the matter on the table for discussion and Mr. <br />Brown seconded the motion. During discussion Mrs. Norris voiced ob- <br />jection to the high bid and moved that rather than accept the bid of <br />Red Simon Ford, rebid the six police cars. Mr. Minnie advised the <br />Council that 20 dealers were requested to bid within a 75-mile radius <br />of San Marcos and that the only two bids received were from Chuck <br />Nash Chevrolet and Red Simon Ford, both of San Marcos. One San An- <br />tonio dealer advised he would not bid because of the requirement of <br />a bid bond. Mrs. Norris withdrew her motion. Mr. James then re- <br />turned to his original motion to approve the bid and to take addi- <br />tional funds from contingency to pay for the cars, which was seconded <br />by Mr. Brown. On roll call the following vote was recorded: <br />AYE: Brown, James, Kreczmer and Mendez. <br />NAY: Norris. <br />ABSTAIN: None. <br /> <br />1 <br />Mr. James introduced for consideration approval to bid on Victory Gar- <br />dens' sidewalks. Mrs. Norris moved for approval to bid on the side- <br />walks and Mr. James seconded the motion. Mr. Kelley Kilber advised <br />the Council this would be done in connection with the Victory Gardens <br />Phase II project. On roll call the motion passed unanimously. <br />Mr. James introduced for consideration approval to pay from contingency <br />funds a statement from Charles Davis for painting the Cock House. Mr. <br />Brown moved for approval to pay Mr. Davis' statement from contingency <br />funds in the amount of $700.00 and Mrs. Norris seconded the motion, <br />then expressed that she thought it would be important in the future <br />to request approval prior to the work being performed. On roll call <br />the following vote was recorded:
