Any interested person may file with the city council <br />a statement in support of or opposition to the issuance <br />of a certificate. <br />Sec. 27-5. Issuance of certificate. <br />If the city council, after the public hearing required <br />by section 27-4, finds that further taxicab service in <br />the City of San Marcos, Texas, is required by the public <br />convenience and necessity and that the applicant is fit, <br />willing and able to perform such public transportation <br />and to conform to the provisions of this ordinance, then <br />the city council shall issue a certificate stating the <br />name and address of the applicant, the number of vehicles <br />authorized under said certificate and the date of issuance <br />otherwise the application shall be denied. <br />Sec. 27-6. Insurance required. <br />Each holder of a certificate of convenience and necessity <br />for the operation of a taxicab business in the City of San <br />Marcos, Texas, shall at all times during the term of such <br />certificate maintain a policy of liability insurance issued <br />by an insurance company authorized to do business in the <br />State of Texas on each and every motor vehicle operated <br />under the terms of said certificate in the amount of one <br />hundred thousand dollars ($100,000.00) for bodily injury <br />to any one person; in the amount of three hundred thousand <br />dollars ($300,000.00) for injuries to more than one person <br />which are sustained in the same accident and one hundred <br />thousand dollars ($100,000.00) for property damage resulting <br />from any one accident. Said policies shall be approved by <br />the city attorney and filed with the city secretary. Said <br />policies of insurance shall not be cancelled or surrendered <br />except after ten (10) days' written notice to the city <br />secretary. Failure of the certificate holder to procure <br />and file the policies of insurance as required by this sec- <br />tion, or failure to keep the same in force, shall immediately <br />forfeit and make null and void. such certificate and all <br />rights thereunder shall at once cease. <br />Sec. 27-7. Fees. <br />No certificate shall be issued or continued in operation <br />unless the holder thereof has paid an annual license fee <br />of Two Hundred Dollars ($200.00) and Sixty Dollars ($60.00) <br />each year for each vehicle operated under a certificate <br />of public convenience and necessity. Said fees shall be <br />paid to the city to compensate the city for its superintendence <br />of the taxicab business operated hereunder, and for the <br />use of the streets, alleys and public ways of the city. <br />Sec. 27-8. Transfer of certificates. <br />No certificate of public convenience and necessity <br />may be sold, assigned, mortgaged or otherwise transferred <br />without the consent of the city council. <br />Sec. 27-9. Suspension and revocation of certificate. <br />A certificate issued under the provisions of this <br />ordinance may be revoked or suspended by the city council <br />for any of the following reasons:
