<br />8 <br /> <br /> <br /> <br />Regular Meeting May 24, 1993 Page 2 <br /> <br /> <br /> <br />Mayor Morris introduced for consideration approval of an <br />appointment to the Main Street Advisory Board. Mr. Plummer moved <br />to appoint Mike Capps, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of two <br />appointments to the San Marcos Industrial Development Board. No <br />appointments were made and will be rescheduled. Mr. Hart and Mr. <br />Guerra stated they would assume responsibility for the two ~ <br />appointments. <br /> <br />Mayor Morris introduced for consideration approval of an <br />appointment to the Construction Board of Adjustments and Appeals. <br />Mr. Cox moved to appoint Dean Lalich, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing to <br />receive citizen input of the Transition Plan for the City of San <br />Marcos as required by the Americans with Disabilities Act of <br />1990. Mayor Morris opened the public hearing and asked if anyone <br />wished to speak. Chris Wilson and Chris Blood, Gateway <br />Consulting, stated they were studying the ADA Law for San Marcos <br />and offered their assistance for businesses during the transition <br />period. There were no other speakers. Mayor Morr~s closed the <br />public hearing. Mr. Gilley stated there would be another public <br />hearing on the transition plan in June, and copies of the <br />transition plan are available for review at City Hall and the <br />Public Library. Mr. Gilley stated the deadline for meeting the <br />ADA Laws is January, 1995, and Bob Ronson is the City's ADA <br />Coordinator. <br /> <br />Mayor Morris introduced a public hearing and approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />, <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING APPENDIX A-GENERAL ZONING ORDINANCE OF THE <br />CODE OF ORDINANCES OF THE CITY WITH REGARD TO THE PROCEDURE <br />FOR APPLYING FOR A ZONING MAP AMENDMENT, AND CONSIDERATION <br />OF PREVIOUSLY DENIED ZONING MAP AMENDMENTS; AMENDING THE <br />DEFINITIONS OF BUILDING, LOT, PARKING AREA OR LOT, AND <br />RECREATIONAL VEHICLE OR TRAVEL TRAILER; AMENDING THE NAMES <br />OF DUPLEX DISTRICT TO TWO-FAMILY DWELLING DISTRICTS; <br />CLARIFYING MOBILE HOMES AS SPECIFIC USES IN A "PD" PRE- <br />DEVELOPMENT DISTRICT, "RR" RURAL RESIDENTIAL DISTRICT AND <br />"AR" AGRICULTURAL-RANCH DISTRICT; AMENDING ACCESSORY <br />BUILDINGS AS PERMITTED USES IN AN "RR" RURAL RESIDENTIAL <br />DISTRICT, "SR" SUBURBAN RESIDENTIAL DISTRICT, "R-l" SINGLE- <br />FAMILY DWELLING DISTRICT (LOW DENSITY), AND "R-2" SINGLE- <br />FAMILY DWELLING DISTRICT (MEDIUM DENSITY); DELETING <br />RECREATIONAL VEHICLES AS PERMITTED USES, AND CLARIFYING THE <br />USE OF SINGLE-FAMILY DWELLINGS, IN A "MH" MOBILE HOME <br />DISTRICT; AMENDING PERMITTED USES IN A "C" COMMERCIAL <br />DISTRICT TO ALLOW COMMERCIAL CAMPGROUNDS OR RECREATIONAL <br />PARKS; AMENDING SUPPLEMENTAL REQUIREMENTS WITH REGARD TO <br />MINIMUM LOT SIZE; AMENDING THE REQUIREMENTS FOR OFF-STREET <br />PARKING AT EATING AND DRINKING ESTABLISHMENTS; ADOPTING <br />FEDERAL AND STATE ACCESSIBILITY DESIGN AND CONSTRUCTION: <br /> <br />STANDARDS FOR ACCESSIBLE PARKING SPACES BY REFERENCE; . <br />AMENDING LANDSCAPING REQUIREMENTS FOR OFF-STREET PARKING; <br />AMENDING A REFERENCE TO THE "PLANNING BOARD" TO SUBSTITUTE --. <br />THE TERM "ZONING COMMISSION"; PROVIDING FOR SEVERABILITY; <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; <br />PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished <br />to speak. No one wished to speak so Mayor Morris closed the <br />public hearing. <br />
