9 Regular Meeting May 24, 1993 Page 3 Mr. Guerra moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion. Mayor Morris asked Mr. Patterson what the setback was previously. Mr. Patterson stated it was 20' and the staff suggested 15' so a compromise of 18' was met. Mr. Patterson stated this would allow for a single parking space on the side of a lot. Mr. Moore asked in Section 18, how the number was met for parking requirements at eating and drinking establishments. Mr. Patterson stated the Commission followed national standards. Mr. Patterson also stated the change in Section 18 was to add outside eating areas. Mr. Hart complimented the Staff and the Zoning Commission for Section 37 (A) (11. 5) for a logical and practical approach. The Council voted unanimously for approval of the Ordinance of first reading. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 23.41 ACRES, MORE OR LESS, FRONTING ON THE NORTHWEST RIGHT-OF-WAY LINE OF INTERSTATE HIGHWAY 35 AT ITS INTERSEÇTION WITH CENTER POINT ROAD IN HAYS COUNTY, TEXAS, (LOWMAN PROPERTY) THIS LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR THIS TRACT; EXTENDING THE BOUNDARY LIMITS OF THE CITY TO INCLUDE THIS TRACT; GRANTING TO THE RESIDENTS OF THIS TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF THE CITY; BINDING THE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF THE CITY; AND DECLARING AN EFFECTIVE DATE. Mayor Morris introduced for consideration reconsideration of Item lIB a Zoning Ordinance. Mayor Morris moved to reconsider Item lIB and Mr. Moore seconded the motion. Mayor Morris stated she met with Mr. Frank Contreras, who owns 608 Valley Street, who stated the residents in this neighborhood were opposed to the use of this property because of the use of dedicated parkland. Mayor Morris asked Mr. Patterson if he was aware of the opposition. Mr. Patterson stated there were several objections for use of the property; residents wanted the lots
