General Purpose and Program Goals - Scope of Work <br />The purpose of the LPG program is to support and improve the development <br />of the Texas Emergency Health Care System. This RFP is to identify <br />contractors who want to develop, upgrade or expand emergency medical <br />services in Texas with a specific project under this RFP. The LPG program <br />provides money and technical assistance to eligible vendors for <br />reimbursement of approved costs. In specific instances, the contractor must <br />be able to supply matching funds as reflected in Section II Program <br />Information, E. Program Requirements, number 5. <br />B. Program Background <br />The LPG program was established in 1990 for the purpose of supporting and <br />improving the development of the Texas Emergency Health Care System by <br />providing money and technical assistance to eligible organizations. The <br />program is administered by OEMS/TS. <br />C. Legal Authority <br />DSHS is authorized to enter into contracts through Texas Health and Safety <br />Code Chapter 1001 and Health & Safety Code §773.119. <br />D. Project Development <br />Awarded contractors are encouraged to actively participate in local and <br />regional planning activities related to the scope of this RFP. For information <br />on local planning activities, contact your Regional EMS/Trauma Advisory <br />Council (RAC), OEMS/TS or DSHS regional field staff at <br />http://www.dshs.state.tx.us/regions/defauIt.shtm. Projects should be <br />consistent with the need of the regional EMS/trauma system.
