B. Proposal Due Date <br />The proposal must be received on or before the following date and time: <br />2:00 P.M. CDT on the date specified in Section I. D. Schedule of Events. <br />C. Submission <br />The original proposal and 2 additional copies must be submitted on or before <br />the due date to the RFP point of contact at the address specified in <br />Section III. A. RFP Point of Contact. DSHS will not accept proposals by <br />fax or e-mail. <br />If a proposal is sent by overnight mail or hand-delivered to the DSHS address <br />above, the respondent should request a receipt at the time of delivery to verify <br />the proposal was received on or before the proposal due date and time. <br />Hand-delivered proposals must be delivered to the room number <br />identified in Section III. A. RFP Point of Contact. <br />If a proposal is mailed, it is considered as meeting the deadline if it is <br />mailed/delivered to the correct address as reflected in Section III. A. RFP <br />Point of Contact and received by DSHS on or before the due date and time. <br />Respondents sending proposals by the United States Postal Service or <br />commercial delivery services must ensure the carrier will be able to guarantee <br />delivery of the proposal by the due date and time. DSHS may make <br />exceptions only for natural disasters or catastrophes in the affected area as <br />determined by DSHS. The respondent must submit to the RFP contact proper <br />documentation that reflects the above exceptions before DSHS can consider <br />the proposal as having been received by the deadline. It is the respondent's <br />responsibility to ensure timely delivery of the proposal as required by this <br />RFP. <br />Proposals that do not meet the above criteria will not be eligible for <br />competition. <br />IV. PROPOSAL SCREENING AND EVALUATION <br />Proposals will be reviewed according to the criteria below. To maximize fairness for all <br />proposals during review, DSHS staff may only confirm receipt of a proposal and are not <br />permitted to discuss the proposal or its review during the review process. All proposals <br />remain with DSHS and will not be returned to the respondent. <br />A. Screening Process <br />Proposals are initially screened for eligibility and completeness.
