5. Invocation • Pastor John McCombs, of the San Marcos Community Church, provided the invocation. 6. Pledge of Allegiance Councilmember Couch led the assembly in the Pledge of Allegiance. 7. Citizen Comments Betsy Robertson, 1410 Progress, spoke on item 26. She said that some people in town think we don't need a drop off center now that we have single stream recycling. She noted that the drop off center gives citizens another option to dispose of large items, tires, etc. She urged the City Council to re-up the contract. 8. Consider adoption on second and final reading of Ordinance 2009-22, amending Division 3, Minority Tourism Development Board of Chapter 2, Administration, of the San Marcos Citv Code to change the duties and procedures; and providing an effective date. 12. Consider adoption of Resolution 2009-61R, approving an advance funding agreement between the City and the State of Texas acting through the Texas Department of Transportation for the construction of a bike and pedestrian facility on Aquarena Springs Drive from IH-35 to Sessoms Drive; authorizing the City Manager to execute this agreement on behalf of the City; and declaring an effective date. 13. Consider adoption of Resolution 2009-62R, approving a Transformation Service Agreement with the Lower Colorado River Authority Transformation Services Corporation for transformation of electric power and energy; authorizing the City Manager to execute the agreement; and declaring an effective date. 14.
