5. Invocation • <br />Pastor John McCombs, of the San Marcos Community Church, provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Couch led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Betsy Robertson, 1410 Progress, spoke on item 26. She said that some people in town think we <br />don't need a drop off center now that we have single stream recycling. She noted that the drop <br />off center gives citizens another option to dispose of large items, tires, etc. She urged the City <br />Council to re-up the contract. <br />8. Staff Reports <br />There were no staff reports. <br />9. City Council Reports <br />There were no City Council reports. . <br />CONSENT AGENDA <br />10. Consider approval of minutes <br />A. April 21, 2009 Regular Meeting <br />11. Consider adoption on second and final reading of Ordinance 2009-22, amending <br />Division 3, Minority Tourism Development Board of Chapter 2, Administration, of the San <br />Marcos Citv Code to change the duties and procedures; and providing an effective date. <br />12. Consider adoption of Resolution 2009-61R, approving an advance funding agreement <br />between the City and the State of Texas acting through the Texas Department of <br />Transportation for the construction of a bike and pedestrian facility on Aquarena Springs <br />Drive from IH-35 to Sessoms Drive; authorizing the City Manager to execute this <br />agreement on behalf of the City; and declaring an effective date. <br />13. Consider adoption of Resolution 2009-62R, approving a Transformation Service <br />Agreement with the Lower Colorado River Authority Transformation Services <br />Corporation for transformation of electric power and energy; authorizing the City <br />Manager to execute the agreement; and declaring an effective date. <br />14.
