Womack <br /> city Attorney Mark Taylor <br /> Director of Parks and Recreation Rodney Cobb <br /> Director of Human Resources Carolyn Liner <br /> Director of MIS Ramona Brown <br /> Director of Public Works George Boeker <br /> Director of SMEU Bob Higgs <br /> Also Present: Collette Duran, Kim Adams, Reed Walker, Joe castillo, <br /> Jane Hug~son and others. ~ <br /> Mayor Morris called the meeting to order at 5:30 p.m. <br /> Mayor Morris introduced Item 7 on the Agenda, a public hearing <br /> regarding an annexation, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 23.4l <br /> ACRES, MORE OR LESS, FRONTING ON THE NORTHWEST RIGHT-OF-WAY <br /> LINE OF INTERSTATE HIGHWAY 35 AT ITS INTERSECTION WITH CENTER <br /> POINT ROAD IN HAYS COUNTY, TExAs (LOWMAN PROPERTY), THIS LAND <br /> BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE <br /> CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A <br /> SERVICE PLAN FOR THIS TRACT; EXTENDING THE BOUNDARY LIMITS OF <br /> THE CITY TO INCLUDE THIS TRACT; GRANTING TO THE RESIDENTS OF <br /> THIS TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF <br /> THE CITY; BINDING THE INHABITANTS BY ALL OF THE ACTS AND <br /> ORDINANCES, RULES AND REGULATIONS OF THE CITY; DECLARING AN <br /> EFFECTIVE DATE. <br /> Mayor Morris opened the public hearing and asked if anyone wished to <br /> speak for or against the annexation. No one did, so Mayor Morris <br /> closed the public hearing. <br /> Mayor Morris introduced for consideration Item 8, adoption of an <br /> Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-l993 <br /> FISCAL YEAR TO PROVIDE FUNDING FOR THE CONSTRUCTION OF OUTDOOR <br /> BASKETBALL COURTS IN CITY PARKS; AND DECLARING AN EMERGENCY. <br /> Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br /> Moore seconded the motion. The Council advised James Scott of the <br /> citizens Task Force the Council still expects the task force to <br /> seek funding from citizens. Mr. Hernandez suggested since Rio Vista <br /> Park is the most used park, the city leave the old court and build <br /> a new separate court. The Council voted unanimously for adoption of <br /> the Ordinance on emergency. <br /> Mayor Morris introduced Item 3 on the agenda, the canvass of the <br /> returns of the General Election held May 1, 1993. The Council <br /> reviewed the returns. <br /> Mayor Morris introduced for consideration adoption of an Ordinance <br /> on emergency, the caption which was read as follows: <br /> *Mr. Plummer not present at this meeting. <br />
