107 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MAY 3, 1993 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Betty Jane Kissler Council Members Billy G. Womack city Attorney Mark Taylor Director of Parks and Recreation Rodney Cobb Director of Human Resources Carolyn Liner Director of MIS Ramona Brown Director of Public Works George Boeker Director of SMEU Bob Higgs Also Present: Collette Duran, Kim Adams, Reed Walker, Joe castillo, Jane Hug~son and others. ~ Mayor Morris called the meeting to order at 5:30 p.m. Mayor Morris introduced Item 7 on the Agenda, a public hearing regarding an annexation, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 23.4l ACRES, MORE OR LESS, FRONTING ON THE NORTHWEST RIGHT-OF-WAY LINE OF INTERSTATE HIGHWAY 35 AT ITS INTERSECTION WITH CENTER POINT ROAD IN HAYS COUNTY, TExAs (LOWMAN PROPERTY), THIS LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR THIS TRACT; EXTENDING THE BOUNDARY LIMITS OF THE CITY TO INCLUDE THIS TRACT; GRANTING TO THE RESIDENTS OF THIS TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF THE CITY; BINDING THE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF THE CITY; DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak for or against the annexation. No one did, so Mayor Morris closed the public hearing. Mayor Morris introduced for consideration Item 8, adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-l993 FISCAL YEAR TO PROVIDE FUNDING FOR THE CONSTRUCTION OF OUTDOOR BASKETBALL COURTS IN CITY PARKS; AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion. The Council advised James Scott of the citizens Task Force the Council still expects the task force to seek funding from citizens. Mr. Hernandez suggested since Rio Vista Park is the most used park, the city leave the old court and build a new separate court. The Council voted unanimously for adoption of the Ordinance on emergency. Mayor Morris introduced Item 3 on the agenda, the canvass of the returns of the General Election held May 1, 1993. The Council reviewed the returns. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: *Mr. Plummer not present at this meeting.
