<br /> Mayor Morris introduced for consideration adoption of an Ordinance
<br /> on emergency, the caption which was read as follows:
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br /> TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF THE GENERAL
<br /> ELECTION HELD ON MAY 1, 1993, FOR THE PURPOSE OF ELECTING A
<br /> CITY COUNCIL MEMBER, PLACE THREE, AND A CITY COUNCIL MEMBER,
<br /> PLACE FOUR; AND DECLARING AN EMERGENCY.
<br /> Ms. Kissler moved for adoption of the Ordinance on emergency and Mr.
<br /> Moore seconded the motion. Mayor Morris moved to amend the
<br /> Ordinance as follows: in the first paragraph of the Ordinance
<br /> beginning with WHEREAS to delete "a Mayor", in Section 3.A. to read,
<br /> "That none of the candidates for City Council Member, Place Three of
<br /> the City of San Marcos received a majority of the votes cast for
<br /> that place, and that the following two (2) candidates received the
<br /> greatest number of votes for that Place: Robert Mooney and Rick
<br /> Hernandez," and Section 3.B. to add the name of "Joe B. Cox, Jr.",
<br /> and Mr. Hernandez seconded the motion, which passed unanimously.

<br /> TEXAS, ORDERING A SPECIAL RUNOFF ELECTION BY THE CITY, TO BE
<br /> HELD ON MAY 22, 1993 FOR THE PURPOSE OF ELECTING A CITY COUNCIL
<br /> MEMBER, PLACE THREE, AND A CITY COUNCIL MEMBER, PLACE FOUR;
<br /> ESTABLISHING POLLING PLACES FOR THIS ELECTION; MAKING
<br /> PROVISIONS FOR THE CONDUCT OF THE ELECTION; AND DECLARING AN
<br /> EMERGENCY.
<br /> Mr. Moore moved for adoption of the Ordinance on emergency and Ms.
<br /> Kissler seconded the motion. Mayor Morris moved to amend the
<br /> Ordinance as follows: in the caption to delete "AND A CITY COUNCIL
<br /> MEMBER, PLACE FOUR", in Section 1 to read, ". . . city Council
<br /> Member for Place Three for a term of three years. . . .", in
<br /> Section 12 to add, ". . . by resolution appoint a Presiding Judge
<br /> and Alternate Judge of the Early Voting Ballot Board, a Presiding
<br /> Judge of the Central Counting Station. . .", in Section 18. to
<br /> read, ". . . Tabulation Supervisor for services rendered during the
<br /> election to be held on May 22, 1993 " and Ms. Kissler seconded
<br /> . . . ,
<br /> the motion, which passed unanimously. The Council then voted
<br /> unanimously for adoption of the Ordinance on emergency.
<br /> Mayor Morris issued a Certificate of Election to the elected City
<br /> Council Member, Place Four, Joe B. Cox, Jr. and then administered
<br /> the Oath of Office to Mr. Cox.
<br /> Mayor Morris, on behalf of the City Council and citizens of San
<br /> Marcos, presented Ms. Kissler with a Certificate for having served
<br /> as Mayor Pro-Tern from May, 1992-May, 1993 and a plaque for Ms.
<br /> Kissler's service and dedication of ten years on the city Council.
<br /> Mayor Morris introduced for consideration the election of Mayor
<br /> Pro-Tempore. Mr. Guerra moved to table consideration of Mayor
<br /> Pro-Tempore until after the May 22, 1993 Runoff Election for Place
<br /> Three and Mr. Moore seconded the motion, which passed unanimously.
<br /> The meeting adjourned at 6:15 p.m. on motion made by Mr. Hernandez
<br /> and seconded by Mr. Moore.
