The San Marcos City Council reconvened into regular session at 10:24 p.m. on Monday, May . <br />11, 2009. No action was required from Executive Session. <br />5. Invocation <br />Fred Terry provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Jones led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Betsy Robertson, 1410 Progress, addressed the City Council on item 27. She stated this is a <br />really good opportunity as a City to put into place our ideas for the City to be more energy <br />efficient. She recommended that the City put some money to benefit individual households and <br />some money into making the City more efficient. There should be a rebate for energy efficiency <br />appliances that is not based on income levels. She noted that SECO did an audit of City <br />buildings, and the City should use that information to address efficiency issues. She also <br />reported that the City of Houston has a plan called Cool Houston to coat roofs with a material <br />that will reflect heat. She suggested that the City should use some money for public discussion <br />on what citizens want to do in the future and develop a comprehensive plan. There will be an <br />opportunity to get more money if we have a good plan. , <br />8. Staff Reports <br />There were no staff reports. <br />9. City Council Reports <br />There were no City Council reports. <br />CONSENT AGENDA <br />10. Consider approval of minutes <br />A. May 5, 2009 Regular Meeting <br />11. Consider adoption on second and final reading of Ordinance 2009-24, amending <br />Sections 82.232, 82.235, and 82.239 of the San Marcos Code to require the submission of <br />parade permit applications not less than fifteen (15) days prior to the parade; requiring the <br />Chief of Police to provide a written explanation for denial of a parade permit; providing <br />for appeal of the denial of a parade permit to the Citv Manager; including procedural <br />provisions; and providing an effective date. <br />• <br />RM051109 Minutes Page 2
