The San Marcos City Council reconvened into regular session at 10:24 p.m. on Monday, May . 11, 2009. No action was required from Executive Session. 5. Invocation Fred Terry provided the invocation. 6. Pledge of Allegiance Councilmember Jones led the assembly in the Pledge of Allegiance. 7. Citizen Comments Betsy Robertson, 1410 Progress, addressed the City Council on item 27. She stated this is a really good opportunity as a City to put into place our ideas for the City to be more energy efficient. She recommended that the City put some money to benefit individual households and some money into making the City more efficient. There should be a rebate for energy efficiency appliances that is not based on income levels. She noted that SECO did an audit of City buildings, and the City should use that information to address efficiency issues. She also reported that the City of Houston has a plan called Cool Houston to coat roofs with a material that will reflect heat. She suggested that the City should use some money for public discussion on what citizens want to do in the future and develop a comprehensive plan.
