Consider adoption on second and final reading of Ordinance 2009-25, amending Section 2.041 of the San Marcos City Code to set the first Monday in November as a regular council meeting date; including procedural provisions; and providing an effective date. 13. Consider adoption on second and final reading of Ordinance 2009-26, extending the hours for the sale of beer and mixed beverages for on-premises consumption; providing for periodic review of the effectiveness of this ordinance and its impact on the community; reserving the City's right to repeal this ordinance, providing for amendment of conditional use permits previously issued for on-.premise consumption of alcoholic beverages to allow the sale of beer and mixed beverages during the late hours hereby adopted; including procedural provisions and declaring an effective date. 14. Consider adoption of Resolution 2009-68R, approving a license agreement with the Edwards Aquifer Authority (the "Authority") for access across and upon 8.939 acres of land owned by the City to enable the Authority to protect the integrity of, restrict public access to and conduct water monitoring and other investigations from a cave located on such land; authorizing the Citv Manager to execute the license agreement on behalf of the City; and declaring an effective date. 15. Consider adoption of Resolution 2009-69R, approving the purchase from Randall Morris & Company, Ltd. of three tracts of real property consisting of six acres out of the • T.J. or Thomas J. Chambers Survey as more particularly described by metes and bounds in the attached special warranty deed for a price of $61,200.00; authorizing the transfer of title to such tracts of land by special warranty deed; and declaring an effective date. 16. Consider adoption of Resolution 2009-70R, awarding a construction contract to QA Construction Services, Inc. for the repair of metal and membrane roofs at City Facilities Proiect in the amount of $193,000.00 contingent upon the bidder's timely submission of sufficient bonds and insurance in accordance with the City's bid documents for the proiect; authorizing the City Manager to execute the contract documents on behalf of the City and declaring an effective date. 17. Consider adoption of Resolution 2009-71R, awarding a construction contract to Ideal Skateparks for the Skate Park Proiect-Phase 1-A in the amount of $210,809.75 contingent upon the bidder's timely submission of sufficient bonds and insurance in accordance with the City's bid documents for the proiect; authorizing the City Manager to execute the contract documents on behalf of the City and declaring an effective date. 18. Consider adoption of Resolution 2009-72R, ratifying the submission of a Neighborhood Stabilization Grant to the Texas Department of Housing and Community Affairs, authorizing the City Manager to execute the grant agreement; and declaring an effective date. • 19.
