He requested that before the City spends money <br />on a previously improved neighborhood, to please consider the historical districts. <br />Stewart Dale Spencer, 1201 Thorpe, said he was coming before the Council to voice support for <br />a community space in the Cuauhtemoc neighborhood. In that neighborhood, which is adjacent to <br />Victory Gardens, there is no good community space for neighbors to come together socially. <br />This will also be used for a Family Self-sufficiency Program to help build a sense of community <br />support. <br />There being no further comment, the Public Hearing was closed at 8:10 p.m. <br />Janis Hendrix, Community Initiatives Administrator, requested that the City Council discuss this <br />item at the May 21 meeting. The City Council agreed. <br />23. Public Hearing to receive comment for and against amendments to the City of San <br />Marcos First-Time Homebuyer Program policies and procedures; and declaring an <br />effective date; and consider adoption of Resolution 2009-74R. <br />At approximately 8:18 p.m. Mayor Narvaiz opened the Public Hearing. There being no <br />comment, the Public Hearing was closed at 8:18 p.m. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />• Councilmember Terry, the City Council voted five (5) for and none (0) opposed, to table this <br />item until May 21. The motion carried unanimously. <br />24. Consider adoption of Ordinance 2009-27, on emergency, amending Section 18.288 of <br />the San Marcos City Code to place a six month moratorium on the issuance of licenses for <br />sexually oriented businesses; declaring an emergency; and providing an effective date. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Thomaides, the City Council voted five (5) for and none (0) opposed, to adopt Ordinance 2009- <br />27, on emergency, as previously captioned. The motion carried unanimously. <br />25. Update and discussion on the status of bills being considered by the Texas Legislature <br />that may impact the Citv of San Marcos, and provide an update on the sale of city owned <br />property as it relates to the reconstruction of the San Marcos River embankment. This <br />item was moved to 6: 00 p. nz. <br />Janis Carter, with Winstead Consulting Group, provided a brief update on several bills being <br />considered by the Texas Legislature. <br />There was no update on the sale of city owned property as it related to the reconstruction of the <br />San Marcos River embankment. <br />• 26.
