Mr. Plummer moved to appoint Dave Fleming, which passed I . . unan~mously. Mayor Morris introduced for consideration approval of an'appointment to complete a vacancy on the Mayor's Commission on Youth. Mr. Hart - moved to appoint Clarence Miller (parent) and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of three appointments to the San Marcos/Hays County Emergency Medical Services Board of Directors. Mayor Morris moved to place in nomination Joel Barnard for reappointment (on behalf of Mr. Moore) and Dr. Randy. Rogers for reappointment, which passed unanimously. The remaining appointment will be rescheduled at the next Council Meeting. Mayor Morris introduced for consideration approval of seven appointments to the San Marcos Industrial Development Corporation. Mayor Morris moved to appoint Jerry Fruit (on behalf of Mr. Moore), appoint Robert Habingreither (on behalf of Mr. Moore), reappoint Lewis Smith and reappoint Eleanor Tuttle, which pas~ed unanimously. The remaining three appointments will be rescheduled at the next meeting. Mayor Morris introduced for consideratin approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DELEGATING CERTAIN AUTHORITY TO PERMIT THE TEMPORARY CLOSURE OF CITY STREETS TO THE CITY MANAGER; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Hernandez seconded the motion. A separate Ordinance regarding the fees will be forthcoming. The Council discussed the new permit charge and charges for barricades and other services. The Council directed organizations who have obtained street closures during the past two years should be advised there will be charges for these services in the future. The Council voted unanimously for approval of the Ordinance on first reading (Mr. Guerra not present to vote on this item). Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Hart seconded the motion, which passed unanimously (Mr. Guerra not present to vote on this item). Mayor Morris introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REVISING INDUSTRIAL WASTE SURCHARGE FEES, PURSUANT TO THE INDUSTRIAL WASTE DISCHARGE REGULATIONS ARTICLE OF CHAPTER 30, WATER AND SEWERS AND SEWAGE DISPOSAL, OF THE SAN MARCOS CODE OF ORDINANCES; AMENDING SECTION 30-100 BY ESTABLISHING A FEE FOR SAMPLE COLLECTION; PROVIDING FOR BILLING PROCEDURES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE.
