<br />55 <br /> <br /> <br /> <br />Regular Meeting April 12, 1993 Page 2 <br /> <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />I to complete a vacancy on the Convention Facility/Recreation Facility <br />I Task Force. Mr. Plummer moved to appoint Dave Fleming, which passed <br />I . <br />. unan~mously. <br /> <br />Mayor Morris introduced for consideration approval of an'appointment <br />to complete a vacancy on the Mayor's Commission on Youth. Mr. Hart - <br />moved to appoint Clarence Miller (parent) and Mr. Plummer seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of three <br />appointments to the San Marcos/Hays County Emergency Medical <br />Services Board of Directors. Mayor Morris moved to place in <br />nomination Joel Barnard for reappointment (on behalf of Mr. Moore) <br />and Dr. Randy. Rogers for reappointment, which passed unanimously. <br />The remaining appointment will be rescheduled at the next Council <br />Meeting. <br /> <br />Mayor Morris introduced for consideration approval of seven <br />appointments to the San Marcos Industrial Development Corporation. <br />Mayor Morris moved to appoint Jerry Fruit (on behalf of Mr. Moore), <br />appoint Robert Habingreither (on behalf of Mr. Moore), reappoint <br />Lewis Smith and reappoint Eleanor Tuttle, which pas~ed unanimously. <br />The remaining three appointments will be rescheduled at the next <br />meeting. <br /> <br />Mayor Morris introduced for consideratin approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DELEGATING CERTAIN AUTHORITY TO PERMIT THE TEMPORARY <br />CLOSURE OF CITY STREETS TO THE CITY MANAGER; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A <br />PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE <br />DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Hernandez seconded the motion. A separate Ordinance regarding <br />the fees will be forthcoming. The Council discussed the new permit <br />charge and charges for barricades and other services. The Council <br />directed organizations who have obtained street closures during the <br />past two years should be advised there will be charges for these <br />services in the future. The Council voted unanimously for approval <br />of the Ordinance on first reading (Mr. Guerra not present to vote on <br />this item). <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE BOUNDARIES FOR SCHOOL ZONES IN THE CITY OF <br />SAN MARCOS; AMENDING THE TRAFFIC REGISTER; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING <br />FOR A PENALTY; PROVIDING FOR PUBLICATION; AND ESTABLISHING AN <br />EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Hart seconded the motion, which passed unanimously (Mr. Guerra <br />not present to vote on this item). <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, REVISING INDUSTRIAL WASTE SURCHARGE FEES, PURSUANT TO <br />THE INDUSTRIAL WASTE DISCHARGE REGULATIONS ARTICLE OF CHAPTER <br />30, WATER AND SEWERS AND SEWAGE DISPOSAL, OF THE SAN MARCOS <br />CODE OF ORDINANCES; AMENDING SECTION 30-100 BY ESTABLISHING A <br />FEE FOR SAMPLE COLLECTION; PROVIDING FOR BILLING PROCEDURES; <br />PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; <br />AND PROVIDING AN EFFECTIVE DATE. <br />
