<br />27 <br /> <br /> <br />Regular Meeting March 22, 1993 Page 2 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE ORDINANCE ORDERING A JOINT GENERAL AND <br />SPECIAL ELECTION FOR MAY 1, 1993 TO CHANGE THE POLLING PLACE <br />LOCATIONS FOR THE STAPLES AND MARTINDALE ELECTION PRECINCTS; <br />PROVIDING FOR SEVERABILITY; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and <br />Mr. Moore seconded the motion. Mayor Morris moved to amend the <br />Ordinance to change Section 4 to emergency provision for adoption of <br />the Ordinance rather than first reading and Mr. Hernandez seconded <br />the motion, which passed unanimously. The Council then voted <br />unanimously for adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency,- the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE FUNDING FOR PURCHASE OF A LIGHT DUTY <br />PICKUP FOR THE ANIMAL SHELTER THROUGH THE STATE PURCHASING <br />GENERAL SERVICES COMMISSION; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on em~rgency and Ms. <br />Kissler seconded the motion. Mr. Hart asked what the nature of the <br />emergency is, and Mr. Ewald advised Mr. Hart most of the time two of <br />the trucks are not running. Mr. Moore stated Staff needed to affirm <br />the State is giving us the best deal when we make purchases, and the <br />Council requested local dealers be contacted to ascertain current <br />prices when making purchases. The Council voted unanimously for <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br />, <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE DOWNTOWN WATER SYSTEM <br />IMPROVEMENTS PROJECT; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion. Mr. Jenkins advised the Council the <br />contractor will begin as soon as possible and expects the project to <br />take six months to complete. The Council voted unanimously for <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE TRAFFIC REGISTER TO DESIGNATE PART OF NORTH <br />STREET AS A ONE-WAY STREET; PROVIDING FOR SEVERABILITY; <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; <br />PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Mayor Morris moved to table consideration of this Ordinance and Mr. <br />Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 3, ANIMALS AND FOWL, OF THE SAN MARCOS <br />CODE OF ORDINANCES TO ALLOW MINIATURE SWINE WITHIN THE CITY <br />LIMITS, AND PROVIDING REGULATIONS; CHANGING THE WORD HOGS TO <br />SWINE; PROVIDING FOR RABIES TESTING AND QUARANTINE; SETTING <br />FEES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; <br />AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Moore seconded the motion.
