(f) on the third line to spell "humanely" correctly and on the fifth line to spell "discretion" correctly; and on Pg. 3, Section 3-59(g) on the fifth line to spell "impoundment" correctly and Mr. Moore seconded the motion, which passed unanimously. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REVISING INDUSTRIAL WASTE SURCHARGE FEES, PURSUANT TO THE INDUSTRIAL WASTE DISCHARGE REGULATIONS ARTICLE OF CHAPTER 30, WATER AND SEWERS AND SEWAGE DISPOSAL, OF THE SAN MARCOS CODE OF ORDINANCES; AMENDING SECTION 30-100 BY ESTABLISHING A FEE FOR SAMPLE COLLECTION; PROVIDING FOR BILLING PROCEDURES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion. Mr. Boeker advised the Council this establishes a new fee for the City to perfor~ collection samples. On roll call the following vote was recorded: AYE: Moore, Hernandez, Hart, Morris, Kissler. NAY: None. ABSTAIN: Guerra. (Mr. Guerra present at 7:52 p.m.). Mr. Moore moved for approval of the Ordinance on first reading and Mr. Hart seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held March 1, 1993, reconsideration of a Zoning Ordinance, approval of an Ordinance on second reading, adoption of thirteen Resolutions, approval of two Change Orders, approval of an expenditure in the amount of $1,000.00 from the Tourist Account for the payment of a 10' x 20' Exhibitors Booth space for the Texas Municipal League Conference to be held November 3-6, 1993 in San Antonio, Texas to promote tourism, approval of authorize First Southwest Company to proceed with refunding 1986 Electric Utility System Revenue Bonds and Series 1985 and 1988 General Obligation Bonds on consensus.
