City Council Meeting Minutes September 15, 2015 <br />Against: 0 <br />Absent: 1 - Mayor Pro -Tem Prather <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Thomason, that Resolution 2015 -129R be postponed to the October 5, <br />2015 regular meeting. Staff will include the two approved amendments for <br />consideration at the next meeting. The motion carried by the following vote: <br />For: 6- Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Council Member Prewitt and Council Member <br />Hughson <br />Against: 0 <br />Absent: 1 - Mayor Pro -Tem Prather <br />12. Consider <br />approval of Resolution 2015 -131 R approving <br />a contract between the <br />City <br />and the <br />Texas Department of State Health Services, <br />Vital Statistics Unit, for <br />the <br />provision <br />of on -line vital statistic computer services for <br />the City; authorizing the <br />City <br />Manager <br />or his designee to execute the agreement <br />on behalf of the City; <br />and <br />declaring an effective date. <br />13. Approving the authorization of Change of Services No. 1 to the City's agreement with <br />McCamant Consulting, LLC for Wholesale Power and Utility Consulting Services in <br />the estimated annual amount of $65,000; and renewing the original contract for an <br />additional year. <br />14. Consider approval, by motion, of a deductive Change Order No.2 with M &C Fonseca, <br />for Construction Services for the Loop Street Waterline Improvements Project in the <br />amount of - $111,881.90. This deducts funds from the original contract that were not <br />used for the completion of the project. <br />►t► •z <br />15. Consider approval of Ordinance 2015 -34, on the second of two readings, adopting a <br />Budget in the sum of $187,054,822 for the Fiscal Year beginning on October 1, 2015 <br />and ending on September 30, 2016; authorizing certain adjustments to the Budget <br />with the approval of the City Manager; approving fiscal year 2015 -2016 Capital <br />Improvements Program Projects; approving fees for Community Services and Police <br />Department services. <br />A motion was made by Mayor Guerrero, seconded by Council Member <br />Prewitt, to approve Ordinance 2015 -34, on the second of two readings and to <br />also include $13,000 for a HCP Assistant Position. City Manager Jared Miller <br />will bring back a recommendation regarding the health plan expenditures <br />mid - fiscal year.
