City Council Meeting Minutes September 11, 2015 for the implementation of the Curbside Green Waste Cart Program in the total amount of $448,972.80 from Rehrig Pacific Company through the Texas Local Government Purchasing Cooperative Buyboard Contract for Residential and Commercial Garbage and Recycling Containers (Contract #435 -13); authorizing the City Manager or his designee to execute the appropriate purchasing documents on behalf of the City; and declaring an effective date. 10. Resolution 2015 -128R approving a Standard Form of Subrecipient Agreement for the award of Community Development Block Grant Funds; authorizing the City Manager to negotiate and execute these agreements on behalf of the City; and declaring an effective date. 11. Resolution 2015 -129R approving a three year contract with the San Marcos Area Chamber of Commerce for tourism promotional services and providing funding for Fiscal Year 2015 -16 in the amount of $1,304,000; authorizing the City Manager to execute this agreement on behalf of the City; and declaring an effective date. 12. Resolution 2015-131R approving a contract between the City and the Texas Department of State Health Services, Vital Statistics Unit, for the provision of on -line vital statistic computer services for the City; authorizing the City Manager or his designee to execute the agreement on behalf of the City; and declaring an effective date. 13. Change of Services No. 1 to the City's agreement with McCamant Consulting, LLC for Wholesale Power and Utility Consulting Services in the estimated annual amount of $65,000; and renewing the original contract for an additional year. 14. Change Order No.2 with M &C Fonseca, for Construction Services for the Loop Street Waterline Improvements Project in the amount of - $111,881.90. This deducts funds from the original contract that were not used for the completion of the project. NON - CONSENT AGENDA 15. Ordinance 2015 -34, on the second of two readings, adopting a Budget in the sum of $187,054,822 for the Fiscal Year beginning on October 1, 2015 and ending on September 30, 2016; authorizing certain adjustments to the Budget with the approval of the City Manager; approving fiscal year 2015 -2016 Capital Improvements Program Projects; approving fees for Community Services and Police Department services. 16. Ordinance 2015 -35, on the second of two readings, setting the Tax Rate for the 2015 Tax Year at 53.02 cents on each $100 of taxable value of real and personal property that is not exempt from taxation; levying taxes for the use and support of the Municipal Government of the City for the Fiscal Year beginning October 1, 2015 and ending September 30, 2016; providing a Sinking Fund for the retirement of the bonded debt of the City.
