City Council Meeting Minutes September 11, 2015 17. Ordinance 2015 -36, on the second of two readings, increasing rates established for Water, Wholesale Water, Reclaimed Water, Wastewater Treatment, and Sewer Surcharges; and including procedural provisions. 18. Ordinance 2015 -37, on the second of two readings, amending the rates for both Residential and Multifamily Customers of Municipal Solid Waste Programs in accordance with Section 66.028(a) of the San Marcos Code of Ordinances; including procedural provisions; and declaring an effective date. 19. Ordinance 2015 -38, on the second of two readings, amending Ordinance No. 2013 -48 by increasing drainage charges originally established by said Ordinance for the 2015 -2016 Fiscal Year under authority of Section 86.505 of the San Marcos City Code. 20. Ordinance 2015 -41, on the first of two readings, setting the rate for Wholesale Water Treatment at the City's Surface Water Treatment Plant at $0.4175 per thousand gallons; and including procedural provisions. 21. Resolution 2015 -130R, providing nominations to serve on the Hays Central Appraisal District Board of Directors for a two year term commencing on January 1, 2016; and declaring an effective date. 22. Resolution 2015 -132R making appointments to the Board of Directors of the Hays Caldwell Public Utility Agency; and declaring an effective date. 23. Resolution 2015 -133R providing nominations to serve on the Caldwell County Appraisal District Board of Directors for a two year term commencing on January 1, 2016; and declaring an effective date. 24. Ratification, by motion, of the tax rate reflected in the proposed budget of 53.02 cents per $100 valuation, which will raise more revenue from property taxes than in the previous fiscal year. 25. Discussion regarding the potential drafting of a Hands -Free Ordinance. The Council discussed and asked questions regarding items on the agenda for September 15, 2015 Regular City Council Meeting. Staff informed Council that the agenda would be amended to update the caption of item #25 to state "prohibit the use of portable devices while operating a motorized vehicle." No further direction was provided. III. Question and Answer Session with Press and Public. None. IV. Adjournment.
