<br />4 <br /> <br /> <br />Regular Meeting December 7, 1992 Page 4 <br /> <br /> <br />Mayor Morris introduced a discussion regarding renewal for the <br />wastewater discharge permit to the Texas Water Commission and <br />direction to Staf.f. Mr. Gilley advised the San Marcos River <br />Foundation wants the City to seek a 10/15/5/3 (more restrictive) <br />permit and to ban phosphates. The City currently has a 20/20 <br />permit, and the permit must be renewed in August, 1993. Mr. Gilley <br />advised non~phosphates are available, and the impact will be to <br />residential users only. Mr. Boeker stated in 1985 the City looked <br />at increasing the standards, and stated when the City goes beyond ,- <br />75% usage of its capacity, it will cost additional capital outlay, ¡ <br />capital costs and additional 0 & N costs. The City has $1.8 million: <br />to increase our standards to 10/15. To increase the standards, the' <br />City would have to prepare for future expansion to go beyond 75% <br />capacity usage. Mr. Gilley stated it would be hard to justify the <br />I expense unless our present standards cause an adverse impact <br />I downstream, as such expense would be borne by the rate payers. <br />! Mayor Morris stated she wants to consider implementing an Ordinance <br />banning the use of phosphates, and the Council wants to be kept <br />advised as Public Works gathers more information (Mr. Plummer <br />present at this time - 9:12 p.m.). <br /> <br />Mayor Morris introduced the city Manager's Report. Mr. Gilley had <br />no report at this meeting. <br /> <br />Mayor Morris introduced the City Attorney's Report1 Mr. Taylor had <br />no report at this meeting. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Mr. <br />Hernandez advised the Council Mr. Guerra has been elected First Vice <br />President of Hispanic Elected Local Officials.
