City Council Meeting Minutes October 16, 2015 13. Ordinance 2015 -45, on the second of two readings, amending Sections 2.331 through 2.336 of the San Marcos City Code to change the name of the Airport Commission to the Airport Advisory Board, to increase the number of members on the board from five to seven, to modify the qualifications for membership on the committee and to eliminate the requirement for the board to conduct an annual review of leases; providing for the repeal of any conflicting provisions; and providing an effective date. 14. Ordinance 2015 -46, on the first of two readings, amending Chapter 10 of the San Marcos City Code titled Aviation pertaining to the San Marcos Regional Airport by adding new provisions relating to: special events; the outside storage of materials; limiting outside parking and storage of unairworthy aircraft to six months; deleting a provision on airfield information; and including other clarifying amendments to ensure consistency with current applicable state and federal aviation laws; providing the repeal of any conflicting provisions; and providing an effective date. 15. Ordinance 2015 -47, on the first of two readings, amending Section 2.369 of the San Marcos City Code to change the composition of the Economic Development Board from 13 to 12 members, requiring 8 of the 12 members be residents of the City, and amending Section 2.370 - General Powers and Duties; including procedural provisions; and providing an effective date. 16. Resolution 2015 -145R, creating the Trace Public Improvement District, in accordance with Chapter 372 of the Texas Local Government Code. 17. Resolution 2015 -146R, approving the Trace Public Improvement District Financing Agreement, Service and Assessment Plan and Reimbursement Agreement between Highpointe Trace, LCC, a California limited liability company and the City of San Marcos, Texas, a Texas home rule municipality. 18. Resolution 2015 -147R approving an agreement with Highpointe Trace, L.L.C. that establishes terms and conditions under which Highpointe Trace, L.L.C., its successors or assigns, shall dedicate land for and participate in the cost of design and construction of a new fire station in connection with the Trace Public Improvement District and Planned Development District; authorizing the City Manager to execute said agreement on behalf of the City; and declaring an effective date. 19. Resolution 2015 -148R, approving a contribution in aid of construction agreement with Amazon.com.KYDC LLC to provide for the City's financial participation in the cost of extending three phase radial feed electric service to Amazon's fulfillment center in San Marcos, Texas in the amount of $252,115; and declaring an effective date. 20. Resolution 2015 -14OR approving revisions to the Minimum Standards for Commercial Aeronautical Activities at the San Marcos Regional Airport; and declaring an effective date. City of San Marcos Page 3
