Attachment A <br />City of San Marcos <br />Mill Street Improvements <br />SERVICES TO BE PROVIDED BY THE ENGINEER <br />The Engineer shall provide the necessary engineering and technical services for the preparation of plans, specifications and <br />estimates (PS &E) detailing the construction of roadway improvements along Mill Street in San Marcos, from 100 feet <br />southwest of the intersection of Mill and Uhland Road, northeast approximately 1,500 linear feet to tie to the new section <br />previously constructed, and 100 feet along each leg of Uhland Road at the intersection. <br />The construction plan set (plan set) for this project shall contain the required drawings and details pertaining to grading, <br />paving, signing, pavement marking, street lighting, sequence of construction, traffic control and drainage. They will also <br />include analysis of existing bus stop at Mill / Uhland, and the signalization of the intersection at Uhland/Mill only if traffic <br />study concludes that signals are warranted. If warranted standard drawings and details pertaining to traffic signal installation <br />shall be included in the plan set. The plan set shall be prepared in English units and shall be suitable for the bidding and award <br />of a contract through the City construction contracting system. <br />Design services related to the design and plan production for this project shall be performed in accordance with the latest <br />available City and TxDOT manuals. The Engineer shall establish a roadway geometry model and perform earthwork and <br />paving quantity calculations using GEOPAK. The CADD and GEOPAK criteria files, which comprise the geometry model, <br />shall be provided to the City at the completion of the project. City of San Marcos standards and details will be used, where <br />available. <br />Hydraulic designs and calculations for culverts shall be performed with a PC -based hydraulic model such as HECRAS, <br />CULVERT, WinStorm, Culvert Master or other hydraulic model approved in advance by the City. The culverts shall be <br />sized to accommodate run -off from the subject roadway and run -off from outside the project limits. <br />The Engineer will perform the following tasks either of its own accord or through approved subconsultants. <br />TASK OUTLINE <br />I. ENVIRONMENTAL (subconsultant Horizon) <br />Conduct wetland determination, endangered species habitat assessment, cultural resources investigations detailed as <br />follows: <br />The investigations will be conducted in order to facilitate a "Statement of No Impact" by qualified environmental <br />professional for impacts to endangered species or habitat, archaeological sites, historical structures, wetlands, water <br />of the Unites States and the Edwards Aquifer" if applicable to this project and area of impact. <br />Wetland Determination <br />These efforts will include a review of National Wetland Inventory maps, USGS topographic map, historic and <br />current aerial photography, and the Soil Conservation Service's soil survey and hydric soils list. The field <br />investigation includes a Section 404 (Clean Water Act) jurisdictional determination conducted to confirm the <br />presence or absence of on -site jurisdictional areas (waters of the US and /or wetlands) in accordance with Corps of <br />Engineers criteria. This determination will be conducted according to the routine determination methodology <br />prescribed by the 1987 Corps of Engineers Wetland Delineation Manual and applicable supplements. The prescribed <br />methodology requires documentation of dominant vegetation, soils, and hydrologic indicators for areas to be <br />assessed as jurisdictional. Please be advised that the Regional Supplement requires extensively more documentation <br />of vegetation, hydrology, and soil characteristics than was previously required. <br />Threatened and Endangered Species Habitat Assessment <br />Unintech Consulting Engineers, Inc. <br />11/4/2015 <br />1 of 8 <br />
