City Council Meeting Minutes November 13, 2015 7. Ordinance 2015 -50, on the second of two readings, amending Chapter 82, Article 1 of the San Marcos City Code by prohibiting the use of a portable electronic device to engage in a call, or send, read or write a text message, or engage in any other use of the device while operating a moving motor vehicle or bicycle within the city limits of San Marcos, Texas; providing a penalty; providing a savings clause; providing for the repeal of any conflicting provisions; providing for publication; and providing an effective date. 8. Resolution 2015 -156R, authorizing the filing of a Grant application with the Capital Area Council of Governments for a FY 2016 -2017 Regional Solid Waste Grants Program Grant in the amount of $8,550.00 for recycling containers; pledging that if the City receives a grant award it will comply with the grant requirements of CAPCOG, the Texas Commission on Environmental Quality and the State of Texas; authorizing the City Manager or his designee to act on behalf of the City in all matters related to this grant application and any subsequent grant agreements; and declaring an effective date. 9. Resolution 2015 -157R, authorizing the filing of a Grant application with the Capital Area Council of Governments for a FY 2016 -2017 Regional Solid Waste Grants Program Grant in the amount of $10,500.00 for household hazardous waste disposal costs; pledging that if the City receives a grant award it will comply with the grant requirements of CAPCOG, the Texas Commission on Environmental Quality and the State of Texas; authorizing the City Manager or his designee to act on behalf of the City in all matters related to this grant application and any subsequent grant agreements; and declaring an effective date. 10. Resolution 2015 -158R, authorizing the filing of a Grant application with the Capital Area Council of Governments for a FY 2016 -2017 Regional Solid Waste Grants Program Grant in the amount of $20,000.00 for a forklift; pledging that if the City receives a grant award it will comply with the grant requirements of CAPCOG, the Texas Commission on Environmental Quality and the State of Texas; authorizing the City Manager or his designee to act on behalf of the City in all matters related to this grant application and any subsequent grant agreements; and declaring an effective date. 11. Resolution 2015 -159R, approving an Interlocal Cooperation Agreement with the City of New Braunfels for a cooperative purchasing program; authorizing the City Manager or his designee to execute the agreement on behalf of the City; and declaring an effective date. 12. Resolution 2015 -160R, approving a professional engineering services agreement between the City and Unintech Consulting Engineers, inc. for the provision of professional services in connection with the Mill Street Improvements project in the not -to- exceed amount of $299,805.50 contingent upon the engineer's provision of sufficient insurance in accordance with the attached agreement; authorizing the City Manager or his designee to execute this agreement on behalf of the City; and City of San Marcos Page 2
