City Council Meeting Minutes November 13, 2015 commencing on January 1, 2016; and declaring an effective date. 20. Resolution 2015 -167R approving an Economic Development Incentive Agreement, pursuant to Section 1.4.4.1 of the Land Development Code ( "LDC "), between the City of San Marcos and Verts Kebap, Inc. that grants a waiver of the requirement under Section 4.3.4.2 of the Land Development Code that a restaurant in the Central Business Area must be in operation for at least six months before it may sell beer and wine for on- premises consumption, in connection with a proposed restaurant at 301 N. Guadalupe Street; authorizing the City Manager to execute said agreement on behalf of the City contingent upon the issuance of a Conditional Use Permit for on- premises consumption of alcoholic beverages by the Planning and Zoning Commission; and declaring an effective date. 21. Resolution 2015 -168R approving an Economic Development Incentive Agreement, pursuant to Section 1.4.4.1 of the Land Development Code (NLDC "), between the City of San Marcos and Stamper Family, L.L.C. that grants a waiver of the requirement under Section 4.3.4.2 of the Land Development Code that a restaurant in the Central Business Area must be in operation for at least six months before it may sell beer and wine for on- premises consumption; and at least 12 months before it may sell mixed beverages for on- premises consumption in connection with a proposed restaurant at 194 Guadalupe Street; authorizing the City Manager to execute said agreement on behalf of the City contingent upon the issuance of a Conditional Use Permit for on- premises consumption of alcoholic beverages by the Planning and Zoning Commission; and declaring an effective date. 22. Appointment to fill a vacancy on the Greater San Marcos Partnership Board of Directors. 23. Appointment of a City Council Member to serve on the Economic Development Board to fill a vacancy left by Former Council Member Ryan Thomason. The Council discussed and asked questions regarding items on the agenda for November 17, 2015 Regular City Council Meeting. Council provided direction to correct the bookmark on Item #12 from Mills St to Mill St. Council requested that a better summary be provided in the ARFs moving forward. Council provided direction to expand the caption of Item #18 to ensure better transparency. 2. Receive a presentation from members of the Arts Commission on Mermaid Society SMTX and Mermaid Week SMTX, and provide direction if necessary. Clay DeStefano, Arts Commission Chair, and July Moreno provided a presentation to council regarding the Mermaid Society SMTX.
