City Council Meeting Minutes November 13, 2015 <br />commencing on January 1, 2016; and declaring an effective date. <br />20. Resolution 2015 -167R approving an Economic Development Incentive <br />Agreement, pursuant to Section 1.4.4.1 of the Land Development Code ( "LDC "), <br />between the City of San Marcos and Verts Kebap, Inc. that grants a waiver of the <br />requirement under Section 4.3.4.2 of the Land Development Code that a restaurant in <br />the Central Business Area must be in operation for at least six months before it may <br />sell beer and wine for on- premises consumption, in connection with a proposed <br />restaurant at 301 N. Guadalupe Street; authorizing the City Manager to execute said <br />agreement on behalf of the City contingent upon the issuance of a Conditional Use <br />Permit for on- premises consumption of alcoholic beverages by the Planning and <br />Zoning Commission; and declaring an effective date. <br />21. Resolution 2015 -168R approving an Economic Development Incentive <br />Agreement, pursuant to Section 1.4.4.1 of the Land Development Code (NLDC "), <br />between the City of San Marcos and Stamper Family, L.L.C. that grants a waiver of <br />the requirement under Section 4.3.4.2 of the Land Development Code that a <br />restaurant in the Central Business Area must be in operation for at least six months <br />before it may sell beer and wine for on- premises consumption; and at least 12 months <br />before it may sell mixed beverages for on- premises consumption in connection with a <br />proposed restaurant at 194 Guadalupe Street; authorizing the City Manager to <br />execute said agreement on behalf of the City contingent upon the issuance of a <br />Conditional Use Permit for on- premises consumption of alcoholic beverages by the <br />Planning and Zoning Commission; and declaring an effective date. <br />22. Appointment to fill a vacancy on the Greater San Marcos Partnership Board of <br />Directors. <br />23. Appointment of a City Council Member to serve on the Economic Development <br />Board to fill a vacancy left by Former Council Member Ryan Thomason. <br />The Council discussed and asked questions regarding items on the agenda for <br />November 17, 2015 Regular City Council Meeting. <br />Council provided direction to correct the bookmark on Item #12 from Mills St <br />to Mill St. Council requested that a better summary be provided in the ARFs <br />moving forward. Council provided direction to expand the caption of Item #18 <br />to ensure better transparency. <br />2. Receive a presentation from members of the Arts Commission on Mermaid Society <br />SMTX and Mermaid Week SMTX, and provide direction if necessary. <br />Clay DeStefano, Arts Commission Chair, and July Moreno provided a <br />presentation to council regarding the Mermaid Society SMTX. Council <br />directed Staff to research how the Council can adopt the Mermaid as a <br />community image. <br />III.
