Mr. Gilley advised the Council this <br />funding is to identify areas for compliance of City-owned buildings <br />and will be an ongoing process. The Council voted unanimously for <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration Item 6.D., adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO PROVIDE FUNDING FOR DECHLORINATION FACILITIES <br />CONSTRUCTION AT THE WASTEWATER TREATMENT PLANT; AND DECLARING <br />AN EMERGENCY. <br /> <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. This funding is for an EPA mandate <br />with no funding provided. The Council voted unanimously for <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held April 13, 1992 and Special Meeting held April <br />20, 1992, adoption of two Ordinances on third and final reading and <br />adoption of two Resolutions on consensus. Ms. Kissler moved for <br />approval of the minutes of the April 13 and April 20, 1992 Meetings, <br />for adoption of the two Ordinances on third and final reading and <br />for adoption of the two Resolutions by consensus and Mr. Guerra <br />seconded the motion, which passed unanimously (Mayor Morris <br />abstaining to Item 7.C.[2] because of a conflict of interest of her <br />husband). The captions of the Ordinances and Resolutions read as <br />follows: <br /> <br />Adoption of Ordinances on third and final reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING APPENDIX C - SUBDIVISIONS OF THE SAN MARCOS <br />CODE OF ORDINANCES BY REPEALING SECTION E OF ARTICLE IV <br />PERTAINING TO APPEALS OF ACTIONS OF THE PLANNING COMMISSION; <br />PROVIDING FOR SEVERABILITY; PROVIDING FOR PUBLICATION AND <br />PROVIDING AN EFFECTIVE DATE. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING APPENDIX C - SUBDIVISIONS, OF THE SAN MARCOS <br />CODE OF ORDINANCES REGARDING BUILDING CONSTRUCTION AND THE <br />PROVISION OF UTILITY SERVICE TO UNPLATTED PROPERTY AND TO <br />SUBDIVISIONS IN WHICH PUBLIC IMPROVEMENTS HAVE NOT BEEN <br />COMPLETED; PROVIDING FOR SEVERABILITY; REPEALING ALL <br />CONFLICTING ORDINANCES; PROVIDING FOR PENALTIES; PROVIDING FOR <br />PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Adoption of Resolutions: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF SUPPLEMENTAL <br />AGREEMENT NO.3 BETWEEN THE CITY AND MAINTENANCE MANAGEMENT TO <br />ADD THE NEW POLICE HEADQUARTERS BUILDING AND TO DELETE THE <br />COMMUNICATIONS CENTER AT THE NEW POLICE HEADQUARTERS BUILDING; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF <br />OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENT NUMBER 1 <br />TO A CONTRACT BETWEEN THE CITY OF SAN MARCOS AND STOKES <br />CONSTRUCTION COMPANY; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />AMENDMENT NUMBER 1 ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />(Mayor Morris abstaining on the preceding Resolution). <br /> <br />Mayor Morris introduced for consideration Item 8.A., award of bid <br />for vending services for all City Departments.
