Mr. Guerra <br />moved to award bid to Water Treatment Construction Company of Bryan, <br />Texas in the amount of $108,731.00, and Ms. Kissler seconded the <br />motion, which passed unanimously. <br />Mayor Morris returned to Items 6.A. and 6.B. Mayor Morris <br />introduced for consideration adoption of and Ordinance on emergency, <br />the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, <br /> TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE BONDS, NEW SERIES <br /> 1992, IN THE AGGREGATE PRINCIPAL AMOUNT OF $1,050,000; <br /> PRESCRIBING THE FORM OF SAID BONDS; PROVIDING FOR THE SECURITY <br /> FOR AND PAYMENT OF SAID BONDS; AWARDING THE SALE THEREOF; <br /> APPROVING THE OFFICIAL STATEMENT; ENACTING OTHER PROVISIONS <br /> RELATING TO THE SUBJECT; AND DECLARING AN EMERGENCY. <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Plummer seconded the motion. Mayor Morris moved to amend the <br />Ordinance read into the record by Rick Fisher as follows: "Page 6: <br />to add the interest rates - 1993 through 1996 - 8.50%, 1997 - <br />6.375%, 1998 - 5.50%, 1999 - 5.70%, 2000 - 5.90%, 2001 - 6.00%, 2002 <br />- 6.10%, 2003 - 6.20%, 2004 - 6.30%, 2005 - 6.40%, 2006 - 6.50%", <br />and on Page 24, Article VII, Section 7.01(a) to add the name of <br />"First Southwest Company" and a premium of "$39.20", and Mr. Guerra <br />seconded the motion, which passed unanimously. The Council then <br />voted unanimously for adoption of the Ordinance on emergency. <br />Mayor Morris introduced Item 6.B., adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, <br /> TEXAS, GENERAL OBLIGATION BONDS, SERIES 1992, IN THE AGGREGATE <br /> PRINCIPAL AMOUNT OF $2,895,000; PRESCRIBING THE FORM OF SAID <br /> BONDS; PROVIDING FOR THE SECURITY FOR AND PAYMENT OF SAID <br /> BONDS; AWARDING THE SALE THEREOF; APPROVING THE OFFICIAL <br /> STATEMENT; ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; <br /> AND DECLARING AN EMERGENCY. <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Guerra seconded the motion. The Council then voted unanimously for adoption <br />of the Ordinance on emergency. <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />stated he has requested Waste Management prepare a formal written <br />and oral presentation for the Council. Staff has received a report <br />in writing from Waste Management and have asked for more details. <br />He hopes to schedule the presentation before the Council as soon as <br />possible. (2) Saffer, Vumbaco, Brown and Kersten have completed a <br />rate study, which is being reviewed by the SMEU Board. (3) The <br />SMEU Board is reviewing a proposal to implement an indigent <br />assistance program, which will be funded voluntarily by customers. <br />They are in the process of getting additional information at this <br />time. The City has budgeted for the past three years $5,000 for <br />this purpose, which is administered through Community Action. <br />
