<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING
<br />LOTS 1-3, BLOCK 10, FIRST SECTION - VICTORY GARDENS SUBDIVISION
<br />OF THE CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, AS RECORDED IN
<br />VOLUME 128, PAGE 46 OF THE HAYS COUNTY DEED RECORDS, LOCATED AT
<br />327 ROOSEVELT STREET, FROM "M" (SINGLE-FAMILY, DUPLEX AND
<br />NEIGHBORHOOD BUSINESS DISTRICT) TO "R-1" (SINGLE-FAMILY
<br />DWELLING DISTRICT [LOW DENSITY]) AND DECLARING AN EFFECTIVE
<br />DATE.
<br />Mayor Morris opened the public hearing and asked if anyone wished to
<br />speak for or against the amendment. No one did, so Mayor Morris
<br />closed the public hearing. Mr. Moore moved for adoption of the
<br />zoning Ordinance and Mr. Guerra seconded the motion, which passed
<br />unanimously. Mr. Moore requested Staff provide Council with the
<br />status of "M" Districts.
<br />Mayor Morris introduced for consideration approval of an Ordinance
<br />on first reading, the caption which was read as follows:
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS, AMENDING SECTION 3-2 OF THE CITY CODE TO CHANGE THE
<br />SUPERVISION OF ANIMAL CONTROL SERVICES FROM THE POLICE CHIEF TO
<br />THE DIRECTOR OF ENVIRONMENTAL HEALTH; PROVIDING FOR
<br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; AND
<br />PROVIDING AN EFFECTIVE DATE.
<br />Ms. Kissler moved for approval of the Ordinance on first reading and
<br />Mr. Moore seconded the motion, which passed unanimously.
<br />Mayor Morris introduced for consideration adoption of an Ordinance
<br />on third and final reading, the caption which was read as follows:
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS, AMENDING EXHIBITS A AND B TO SECTIONS 30-27 AND 30-35,
<br />RESPECTIVELY, OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE
<br />THE CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPYING
<br />PREMISES WHICH ARE CONNECTED WITH THE CITY WATER SYSTEM, AND TO
<br />INCREASE THE RATES FOR SERVICES TO USERS OF THE CITY SANITARY
<br />SEWAGE SYSTEM, AND DECLARING AN EFFECTIVE DATE.
<br />Ms. Kissler moved for adoption of the Ordinance on third and final
<br />reading and Mr. Plummer seconded the motion. Mayor Morris moved to
<br />amend the Ordinance in Section 3 to read: "That this Ordnance shall
<br />be in effect for all billings mailed on and after February 1, 1992,
<br />. . . .", and Mr. Moore seconded the motion. On roll call the
<br />following vote was recorded:
<br />AYE: Moore, Hernandez, Hart, Morris, Kissler, Plummer.
<br />NAY: Guerra.
<br />ABSTAIN: None.
<br />On roll call for adoption, the following vote was recorded:
<br />AYE: Moore, Hernandez, Morris, Kissler, Plummer.
<br />NAY: Hart, Guerra.
<br />ABSTAIN: None.
<br />Mayor Morris introduced for consideration approval of minutes of the
<br />Regular Meeting held December 16, 1991, approval of an Ordinance on
<br />second reading, adoption of three Ordinances on third and final
<br />reading, adoption of three Resolutions on consensus. Mr. Guerra
<br />moved for approval of the minutes of the Regular Meeting held
