The change in the <br /> reference to the "finance director" is based on the fact that the <br /> finance director's position is not otherwise described or defined <br /> by the Charter. The wording "the maximum allowed by state law" is <br /> indefinite since state law does not apportion purchasing authority <br /> between the city council and the city manager; rather, it <br />
